I agree with what others have said on here about reducing speed limits, in that it will not make any difference at all because there is nobody enforcing the law. I have seen chicken wire here before but I can't remember exactly where. What I can remember though is that it was really thin and flimsy, much the same as the mesh-type stuff you have mentioned.
