Additionally, Apple does make it a point to not preload 3rd party apps so the apps you mentioned like Facebook and all do not come with a clean phone reset. This makes it easy to run a really lean phone setup with just the apps you need. :)

I would add that for the security aspect, it is also dependent on the Apps and their updates. Quite a number of app developers may have made it so that their most recent app versions (which should be the most secure to date) only runs on more modern iOS versions. Thus, being stuck at iOS version 12....

I was sourcing around for online sample files as well, just to ensure that we can test your VLC's all set up well for it. Or, if it's not going to be a security issue, the make and model of the camera? The internet might provide the required tech spec, manual, and hopefully video output specs to clue us in on what it's outputting.

Not sure if this is a good suggestion, but perhaps you could record a short clip and attach it here as a sample so that people can test with their possible solutions? at least it can help validate what works with your specific source.
