This information is incorrect. I have just been along the tourist part of the beach in Bangsaphan as part of our weekly Trash Hero cleanup. There were no such signs in place.

If doing the yellow book in Bangsaphan you don't need embassy translations (this is a Hua Hin requirement) and can get it done at any notary (we used Sirada opposite soi 80). You need the passport translated, not the marriage certificate.

BAY (Bank of Ayudhaya) seem to be the most farang friendly at the moment. No idea why being married should be relevant unless it is a joint account.

Also have a visa debit card from K-bank that works well outside of Thailand.
