When HH started to lose it's 'heritage'..about 15 yrs ago I'm pretty sure the Amphur made a public statement that to keep HH's charm etc all new buildings would have to be no higher than 8 floors..Then the Bangkok developers came along dangling a fat carrot in a BIG brown envelope no doubt...TiT.

I needed my whole balcony fencing to keep out those damn monkeys (& keep my cats in)..my wife found a young self-employed guy that understood I wanted the job done with bolt-on removable sections..he came, I paid him up front for the strong 50x50 mesh, & the box-section steel..he then went to Cha-Am...

The plaza area is owned by the family who have the Sukwilai Hotels in Binta...They let the whole plaza to a 'high up' lady in HH immigration, & each venue there paid rent to her.
Now I am unable to confirm if this is indeed still the way it's run now, but that was how it was at the start/opening.

They pulled me about a month back...they were set-up to stop riders/drivers on the track thru' the Chinese graveyard behind Big C..made me wait 20 mins, made me drink 3 bottles of water, & when I still told them I could'nt pee they let me go.. Not hiding, but they were not in full view of the public...

Yes Binta is now a 'Walking St'..but (at the temple end) you've got street-traders blocking 1 side of the (almost full width) no-entry barrier, & bar-girls from Tina Bar standing in 2's & 3's always blocking the other entry point.. folk on many occasions do have to push thru'.

There is a VIP coach leaves H.H. bus station (on the south side of Hua Hin) every night at ~ 9pm. This coach has TVs in the seat-backs, big leather seats & comes up from Phuket (it has 4 drivers on board) To the best of my knowledge it terminates either in Si-Saket or Surin..?
