If you go to this link, enter the numbers which can be found on your PEA bill, you will be able to see the history of your usage and the amount charge. This will allow you to calculate the monthly unit rate.

My mistake, it is the HMRC online reporting that is unavailable to a Non-resident.

I think peope are speculating on how they will check the new criteria is being met? If they do an annual check only, then someone could stay for a year without meeting any of the critera.
