It depends which side out of town you are. Towards Takiab area there is good 3G reception. Going th other way you may be restricted to HSPDA speeds.

My girlfriend is on dTac. If you dial 009(i think, might wanna check that!) before you make your call it goes out on a voip service which only costs a few baht per minute.

Panthip Plaza is a good bet in bkk, mate. Second hand might be a good idea as hard disk prices have gone through the roof (globally) since the floods. If you get any problems with a second hand one I'll always be happy to lend a hand gettin it sorted.
