I think the only believable source is the National Statistics Office who is responsible for the 10 yearly census. They produce a full demographic of each region but that is just a snapshot in time.

But as has been said, it doesn't confirm how many are living here, it will confirm how many are registered in Hua Hin's Tabien Bahns.

Not even that. A census is a snapshot. Records who is where at a given point.
Census Is a Snapshot
• What: The census is a count of everyone residing in Thailand.
• Who: Every Thai resident must be counted – both citizens and non citizens. The
census coverage would include:
¾ Every Thai citizen who live in Thailand on the census date, 1 September,
2010;
¾ All Thai government officials and their family members who are on
diplomatic posts overseas;
¾ Foreigners or non-Thais who have lived in Thailand for at least 3 months by
the census date except those with diplomatic posts in Thailand;
¾ Thais/Non-Thais/Foreigners who have their usual place of residence in
Thailand but on the census date on 1 September they are temporarily overseas.
It is equivalent to a photo “snap-shot” on the date of the census to show how many people on that date are living in Thailand, where are they living, how many are males/females, children, in the labor force, elderly, disabled, what is their level of education, literacy, unemployment status, occupation, what type of residence do they live in, and how hygienic is that residence, and how often do they move, among other issues.

Yes, I imagine it's the same for anywhere, for example, I live approximately 8 months a year in Luxembourg and 4 in Hua Hin but my registered address is in a village in the UK. I suppose the best you could do is count the number of people in a small area and extrapolate for the size of the city.
