Nereus, I think you are referring to the same one that Farang is? A long red counter? It is on the second (HomePro) floor. And, they do not have mail box rentals. If that's not it, I'll look again.
FYI & FWIW there are three sets of restrooms on the north side of the 1st and 2nd floors. Of course, it was the last one (the 6th one) I checked out that I found the red counter, right where Farang said it would be.
Considering how many outlets MBE has in the greater Bangkok area, plus 5 in the general Pattaya area, http://www.mbethai.com/mbe_network.asp it is almost a surprise that they haven't yet gotten around to Hua Hin. Given that it is a franchise op, surely someone should see the glaring opportunity. I expect it would have to be a Thai though.

If not MBE, an independent shop could probably have a solid business with P.O. Box rentals. Sounds like a good investment opportunity for someone. A single ground-floor shop house unit would be all that's needed. I've used the one in Jomtien Complex (in Jomtien, of course) for the last six years, and staffing needs seem minimal -- usually only one or two staff on duty. Not a lot of maintenance or other expenses, it appears. Any takers?
There was an independent post-office / shop on HH Soi 88 for a while but it only seemed to be open when the farang boyfriend was there. I could send and collect from there but it was closed far too often to be practical. Also I didn't always receive stuff - though I am not saying that was their fault; stuff has a habit of going astray here anyway. Think it was just called PO88, and I'm not sure at this time if it is still running.

Cross the railway at 88, bear right then turn left - that is the 'main' 88 / 1043. Go up past the 7/11 at Bonkai market, and a little further along (maybe 200 yards) on the left side. I remembered it is POS88 (not PO88). The shop itself is reddish with white highlighting, a white rail outside, glass sliding doors, and comes down closer to the street than most of the adjacent shops. Closed-up, or with the lights out, it can look fairly anonymous.

I have shared one for a number of years with a friend but because of their chaotic mess I have gradually weaned off the PO and now have stuff sent direct to my condo. Direct to the condo at most 10 days. The post office box!!!!! Wait for it. Some post 2 months, some post 6 months some post 12 months They are a bloody disgrace and we know in the past some staff have been convicted of fraud

I am coming to Hua Hin as a new resident in about 3 weeks time. I will be looking for a Mail Box, either privately run or by the main postal service. Can anyone confirm or otherwise if there is one in Market Village or if the one mentioned in Ken7089 post above is still running. An annual cost would be good but not really important at the moment.
It will only be for paper correspondence from UK etc. Nothing exciting
I'm not sure about Market Village but the other day I saw a Mailboxes Etc. in Kaho Takiab, just opposite the Cicada Market site near the new Amari. It's quite well signed and a quick Google search gives the following address:
