I've never used a hammer action drill on tiles - for reasons already stated.

Get some decent bits

there are a lot of rubbish tools out there and drill bits must be the worst.it may be a case of you get what you pay for.
a boxed set of 60 drill bits may look good in the bargain bin, and the bin is where they end up.
