I assume you mean a 'back scrubber' (a loofah is a plant and doesn't come with a handle). Have you tried the bathroom section in Home-Pro. I'm sure I've seen the sort of thing there.

You should be able to find them at some supermarkets in and around town, and definitely at the old Hua-Hin shopping mall just up from the clock tower.
@HHTel........yes, a loofah is plant, also commonly known as a sponge gourd. The fruits are typically eaten, but can also be left to fully mature and then be used for making the sort of scrubbers mentioned in the OP.

I remember loofahs from when I was a kid visiting my Granny. Dried and flat when you buy them but once irrigated, keeps it's full shape even when dry. They used to fascinate me but 'small things amuse small minds'!
