How to add tag lines?

How do you add tag lines (if that is what they are called?) to your postings?
I see things such as
Cry ‘God for Harry, England, and St George!’
but cannot see where in your profile to enter these
(yep - idiot; blind as usual....)

OK - so tag lines are Signatures, and I can see how to tick or untick whether to display these, but AS I AM TOTALLY BLIND (as my sife always tells me), where do you add your signature? I get to the User Control Panel and I see lots of options down the left hand side, but none of these seems to contain a signature box.
Sorry to me an idiot, as everyone else seems able to do it.
