Not usually. The best I've done is to get an alternate regular number from customers service reps.

You can call US toll free numbers from Skype and Google Talk. Both free of charge.

I no longer have reason to call the US, but for years I reguarly called my bank on their US toll free number. It always came up with a message, in both "English" and Spanish: "the number you have called is not toll free from outside the United States, and will be charged at normal international rates". Maybe it has changed along with many other things now.
May you be in heaven half an hour before the devil know`s you`re dead!

^ Correct. U.S. toll free 800, etc., numbers are not free outside the U.S. Some institutions do have international toll free numbers, but they are mainly banks and they are not 800 numbers.
My brain is like an Internet browser; 12 tabs are open and 5 of them are not responding, there's a GIF playing in an endless loop,... and where is that annoying music coming from?
