Maybe the tourist did read the signs which say "Do Not Swim Over 20 Meters" and decided to just go and splash around a bit rather than swim.
I must admit, the last two bits which I have put in bold text are like a breath of fresh air. Hopefully fishing in the area will be banned instantly and heavy penalties handed out to those who are caught fishing there.

Fishing is restricted in a lot of places in the Gulf but as usual nobody enforces it so they carry on regardless.

I had a friend with morbid curiosity, who wanted to see the scene for himself so I took him and his wife there 2 days ago. The signs are not displayed where the swimmers normally congregate - yes, I could see them to the left and right of me, but unless I knew what they were, I could easily have mistaken them as adverts for Somtam. They were not legible from the main swimming area.
The yellow buoys, that are supposedly awaiting the net were in place, and the warning signs were North and South of what some will perceive as a safe swimming area. David Hasselhoff is no longer on patrol.
There were quite a few people shoulder deep in the water, and a couple bobbing around near the boundary of the net.
I guess the authorities must have decided lightning won't strike twice.

Although I'll keep an open mind, I think there's some doubt whether this was indeed a shark bite. Didn't need treatment! I think the first thing I'd do is at least get the anti-biotics. Maybe this was a 'sucking shark'!The attack was confirmed by deputy governor of Prajuab Khiri Khan province

If the sign in the article is all that's on that beach, the visiting tourist will have no idea why they're saying "No Swimming". Not much of a deterrent. They need something similar to the below which they can copy for free and have made. Pete

According to a Bangkok Post article that came out after this attack, fishing is already banned off the temple which was why they thought sharks might be feeding there in the first place.I must admit, the last two bits which I have put in bold text are like a breath of fresh air. Damn, if I'd known that, I could have visited him for a Hua Hin Forum exclusive! From Friday through to yesterday I was there twice a day visiting the other halfs father who is in intensive care (doing well and scheduled to be moved to a general ward tomorrow).

Prachuap Khiri Khan governor Pallop Singhasenee said on Tuesday that a fact-finding inquiry was promptly launched after reports spread that another tourist had been attacked by a shark while swimming at Sai Noi beach in Hua Hin district.
The inquiry found the South Korean woman had not been bitten by a shark, said the governor. The tourist in fact sustained an ankle injury from a sharp object while swimming at Bo Kaew beach in front of a hotel - for which she received one stitch, said Mr Pallop.
He insisted there had only been a single shark attack this year.
On April 15, Werner Danielsen, a 54-year-old Norwegian national, was bitten by a bull shark while swimming off Sai Noi beach in Hua Hin district. He suffered tendon damage and received 19 stitches.
The governor made his remarks as he led officials from the Hua Hin district office, the Hua Hin municipality, the Region 4 Marine and Coastal Resources Office and a local hospital to Sai Noi beach to get first-hand information about the alleged second shark attack as reported on social media.
Reports like that erode faith among tourists, he said, damaging the popularity of Prachuap Khiri Khan.
The governor said concerned agencies would meet today to discuss measures to help the Norwegian tourist after an insurance firm in his country refused to cover his medical bills at Bangkok Hua Hin Hospital. He had now been moved to Srinagarind Hospital in Khon Khon, the home province of his Thai wife.
Sasithorn Kettia, a public health official at Khao Tao health promotion hospital, said hotel staffers had sent a South Korean woman, 60, for treatment at the hospital on April 19. The woman suffered a wound to her right ankle, said Ms Sasithorn, adding the wound was likely to be caused by a sharp object.
When questioned about how she sustained the injury, the tourist said she was swimming in shallow waters when she felt pain in her foot. The South Korean woman’s wound was not a shark bite, confirmed the public health official.
Phriewpan Khotchaphayuk, manager of Saneh Beach Club hotel at Sai Noi beach, said the hotel has helped authorities warn tourists to take exercise caution while swimming off the beach following the shark attack on the Norwegian tourist. Since then, there have been no additional close encounters with sharks.
He was surprised to hear about the report on social media, he said.

I don't know all the facts but I thought his private insurance company denied the claim. The Norwegian health service if similar to the UK NHS will only pay for treatment in the home country.(unless they approve treatment abroad in special circumstances e.g. New cancer treatments}
Interestingly when my partner applied for a visa to visit the U.K. She was forced to buy health insurance for the 4 months she was going to visit. I think that was fair enough.
