Woman killed by falling cable

Post by Nereus »

What a horrendous thing to happen. Poor woman going about her business, evidently killed instantly. The only thing surprising is that it does not happen more often the way cables are strung about.

Family destitute after woman killed by falling cable

KHON KAEN: The death of a woman motorcyclist knocked violently to the road by a fallen internet cable has left the family that depended on her destitute, and her partially paralysed husband talking about ending his life.

Representatives of several local agencies on Friday visited the family of 40-year-old Maneenate Charoenngao at Nong Hai village in tambon Phra Lap of Muang district.

Maneenate was killed when an overhead cable fell and wrapped around her neck on Lao Nadee Road on Wednesday evening. She was pulled violently off her motorcycle and died on the spot.

The visit followed reports about the hardship facing the family after the loss of its main income earner. Maneenate's husband suffers from partial paralysis and cannot walk unassisted, their youngest daughter is autistic and her parents are elderly and ailing.

Her sudden death leaves her eldest daughter, who has just completed vocational education and does temporary work, to carry the heavy burden.

The eldest daughter, Kanokwan Panyapim, told visiting officials on Friday that the death of her mother increased the stress on her father. He could not come to terms with the loss. He looked perpetually sad and kept saying he wanted his life to end as he did not want to be a burden on the family any more.

Motorcylist killed, entangled in falling cable

KHON KAEN: Police are investigating to find those responsible for the death of a woman motorcyclist killed when an overhead cable fell and wrapped around her neck on a road in Muang district on Wednesday evening.

Maneenate Charoenngao, 40, of tambon Phra Lap in Muang district, was wrenched off her bike and killed on Lao Nadee road on Wednesday evening.

A blood-stained black cable dangled nearby, and a deep wound was found around her neck after her crash helmet was removed from her head. Her motorcycle was lying on the footpath nearby.

Pattanapong Pusing, 40, who witnessed the incident, told police he saw a black cable crossing above the road fall and catch the victim by the neck as she passed beneath it. The woman was pulled violently off her motorcycle.

He stopped and got out of his car to help, but she was already dead.

Pol Capt Singha Hong-on, deputy investigation chief at Muang police station, on Thursday led forensic officials to examine the scene.

He said he had already sent a letter to the Provincial Electricity Authority’s Khon Kaen branch, seeking information about the cables attached to power poles in the area. Police wanted to know what kinds of cables, telephone and others, were strung in the area.

Investigators would call the owner of the fallen cable in for questioning, Pol Capt Singha said.
They would also view closed circuit camera footage to determine whether a passing truck or other large vehicle had caused the cable to tumble down.

Veeradet Sata, director of Kaen Nakhon Witthayalai School, on Thursday allowed reporters to view footage from a camera installed in front of the school.

It showed the victim riding her bike in the left lane on the school-side of the road and a 10-wheel truck with a man sitting on the top passing in the opposite direction.

The truck hit an overhead black cable, causing it to fall to the road at the same time the woman motorcyclist arrived at the spot. It wrapped around her neck, pulling her off the bike.

The riderless motorbike ran up onto the footpath before crashing to the ground.

Kanokwan Panyapim, 21, daughter of the victim, said her family would fight to the end to bring to task those responsible for the death of her mother. She was speaking at the funeral rites of her mother at Wat Pa Thepnimit Wanaram in tambon Phra Lap.

Falling cable sends motorcyclist crashing onto road

https://www.bangkokpost.com/news/genera ... recent_box

LAMPANG: A woman motorcyclist was badly hurt when an overhead internet cable fell and wrapped around the front of her bike, sending her crashing to the road surface in Muang district.

It ws the second such incident in a week, following a fatal accident in Khon Khan on April 25.

Wanida Jai-ngern, 58, was left lying face down on the road with severe facial injuries after the incident at Kok Chum village in tambon Phrabat, Muang district around 8pm on Tuesday, police said.
Rescue workers gave her first aid and took her to Lampang Hospital.

Witnesses told police that workers had earlier that day strung an internet cable across the road, attaching it to a power pole on each side. It later fell to the road and wrapped around the basket on the front of the victim's bike as she was passing below it. The motorcycle came to a violent stop, hurling her to the ground.

People nearby rushed to help and alerted police. Many loudly blamed the workers who put up the cable, accusing them of being reckless and causing the accident. They said it was fortunate it did not wrap around Ms Wanida's neck, as happened in Khon Kaen, where a woman motorcyclist was killed when an overhead cable wrapped around her neck on April 25.

Police summonsed the workers for questioning and to sign a police statement, to cover damage caused to the injured victim.

I haven't read anywhere where they've divulged who the company/companies are. The fiber optic from TOT in my neck of the woods is much thicker encased in a flexible but extremely strong (rat proof) outer casing, and if not underground, much higher up on the utility pole than these cables in the news have been. I assume TRUE fiber is the same. I'm wondering if these incidents have been caused by local town/village cable TV company wiring? Pete

And yet another one:

Another motorcyclist felled by internet cable

https://www.bangkokpost.com/news/genera ... recent_box

SAMUT PRAKAN: Another woman motorcyclist has been injured by falling overhead internet cables, this time on a road in Phra Samut Chedi district of Samut Prakarn province - the third such incident in 10 days, one of them fatal.

The incident happened on a road leading to Wat Khusang in tambon Naikhong Bangplakod about 11pm on Thursday, Pol Capt Suwit Phudonnang, duty officer at Phra Samut Chedi station, said.

Police and rescue workers called to the scene found a motorcycle laying in the middle of the road with cables wrapped around the front of it. A car was parked nearby on the roadside, its left side mirror damaged.

Chalisa Phachuea, 36, was thrown from her motorcycle and sustained bruising and grazes to her body and her left arm. She was given first aid and taken to a local hospital.

Amnuay Khammungkhun, 46, owner of the parked car, told police he heard something hit the left side of his vehicle.
He looked to his left side mirror to see what it was, and discovered it was damaged. He immediately stopped and got out of the car. He saw a motorcycle and its woman rider both lying on the road.

There was an internet cable entangled around the front of the bike, and other cables on the road. He called the police, well aware that other accidents had been caused by fallen cables recently.

Police suspected the overhead cabling crossing the road had been hit by a truck or other tall vehicle, causing them to fall and entangle Ms Chalisa as she passed below

They would examine surveillance camera footage to find out what happened. The owner of the cables would also face legal action, police ssaid.

Earlier, a woman motorcyclist was killed when an overhead cable wrapped around her neck in northeastern Khon Kaen province on April 25.

NBTC cracking down on overhead cable mess

New regulations after motorcyclist's death

The National Broadcasting and Telecommunications Commission (NBTC) has passed harsher measures that will force all telecom and broadcasting operators to comply with more stringent regulations for wire cables.

Last week, motorcyclist Maneenet Charoen-ngao was knocked down by a wire falling across a road in Khon Kaen province. She was nearly decapitated and died at the scene.

In response to the tragedy, the NBTC called all telecom and broadcasting operators to a meeting Thursday and demanded serious changes in cable wiring to comply with the new standard's conditions.

NBTC secretary-general Takorn Tantasith said the commission wants to ensure tidy cable installations for the sake of public safety.

Mr Takorn said all telecom and broadcasting operators must strictly lay out cable lines through power poles in compliance with the conditions of the agreement the NBTC made with the Metropolitan Electricity Authority (MEA) and the Provincial Electricity Authority (PEA).

Mr Takorn said the standard for laying cables requires there to be no overhead cables crossing over main streets -- all cables must be put underground.

Overhead cable wires across smaller roads must be no lower than 5.5 metres in height from the ground. All cables must be coloured and have companies' names clearly identified.

Telecom and broadcasting operators have to closely ensure that subcontractors lay out cables in compliance with the standards specified by the NBTC and the electricity authorities.

People who see cables falling or are affected by messy or cluttered cables can file complaints with the NBTC's call centre by dialling 1200 free of charge, as well as the MEA's call centre at 1130 and the PEA's call centre at 1129.
The NBTC will contact the owner of the cables and force them to tackle the case urgently.

If the company fails to address the issue, the NBTC may have to cut the cables off to prevent any risks to public safety.

The NBTC will also penalise cable owners through administrative orders.

The government has been following its roadmap to complete putting all electricity wires and telecom cables underground in three provinces by 2020.

Bangkok, Samut Prakan and Nonthaburi combined have 127 kilometres of wires in 39 roads, which will cost 51.7 billion baht to put underground.

The MEA, state telecom TOT, the Bangkok Metropolitan Administration, the Royal Thai Police and the NBTC signed a memorandum of understanding in July 2016 on the roadmap.
