Thailand signs pacts with China on outer space, lunar outposts
China and Thailand signed initial pacts on Friday to co-operate on peaceful use of outer space and international lunar research stations, the Chinese space agency said.

The countries aim to form a joint working group on space exploration and applications, encompassing data exchanges and personnel training, according to the memorandums of understanding.

They also agreed to co-operate on plans for appraising, engineering and managing lunar research stations, the China National Space Administration (CNSA) said in a statement.

In 2023, China selected a space weather monitor developed by Thailand for its Chang'e-7 lunar probe mission, the agency added.

To be launched around 2026, the Chang'e-7 mission will explore resources on the moon's south pole, looking to sustain long-term human habitation. China aims to land astronauts on the moon by 2030.

PM Srettha Thavisin led a press conference to announce Wednesday that the 10,000 baht digital wallet handouts scheme is going ahead and can be used by the fourth quarter of 2024.
Here are the key points:

1) About 50 million people will benefit from the scheme. Those eligible must be over 16 of age, earns no more than 840,000 baht per annum and has no more than 500,000 baht deposited in a bank.

2) The government will obtain the .5 trillion (half a trillion baht) money from three sources: this year and next year's annual budgets and borrowing from the Bank of Agriculture and Cooperative. No clear guideline was given as to when the government will fully pay the money back to the bank.

3) Registration will be done in the third quarter and the scheme operational in the fourth quarter of this year through a special app.

4) The scheme is expected to increase next year's GDP growth by 1.2 to 1.6 percent.

5) Userers can only buy from small shops in their district or Amphur. It includes convenience stores, including those at petrol station, but not supermarket, shopping mall, online purchase, petrol or anything related to gambling. The shops used must be registered with a tax base with the government.

As I've mentioned before, therein lies a problem. 4 members of my extended family here will either have to travel to spend, or go without. However, Thais being Thai, I'm sure they will find a way.

The definition of 'small shop' will be interesting.

Exactly, millions won't get a baht because they don't live anywhere near where they are registered (the same archaic system with voting). The tax-registered shop stipulation also eliminates most small mom-and-pop stores, so it just appears to be a big money spinner for 7-Elevens (CP).
