Hi,
you could try the City Beach Hotel, thats around your budget. Also centrally located and 'guest friendly'.

There is plenty to see and do around here, Pala-U waterfall, Khao takiab (monkey mountain). Southern beaches of Suan son and Khao tao. Sam roi Yod National Park further south. Hua Hin also has a go-kart track, shooting ranges, butterfly park and the Royal Palaces.

For more information on golf try the following website:

http://www.holidaygolfthailand.com

As there are 7 local golf courses all different prices!

Never personally stayed there but from what I hear its not bad. Located about half a km south of town in Hua Hin Grand Plaza, they have a good market there in the evenings and on weekends. Their website is here:

Is the City Beach a good place to stay? Are there 'guests' welcome?
How far is it to the beach from there?

Thanks for answering!
