Commercial Party Houses Operating in Residential Developments

I live in a quiet, upscale residential Mu Ban, without a gate, guard or Juristic organization. About 6 months ago, the house across the street, which had been for rent, received a new renter. We had previously rented this same house for 2 years prior to buying the home across the street, where we have now lived for over a year and a half. After the “For Rent” sign came down, we watched some trucks arrive to move in some furniture, and then deliver a truckload of colorful plastic swimming pool toys and floats. We looked forward to meeting our new neighbors, who appeared to be Thai. That next weekend about a dozen cars showed up with around 20-25 people, after which followed 2 days of continuous load raucous partying outdoors in the swimming pool, loud pounding music that rattled our windows across the street, multicolored strobe lights inside the house and karaoke singing until the wee hours of the morning. We thought it was maybe a house warming party and that we would get to meet our new neighbors later. After a couple days the people left and the house was dark for 2 nights, then another group showed up and repeated the loud, raucous, drunken, obnoxious karaoke party all day and night into the early hours of the morning. After a few weeks of this, the surrounding neighbors in the Mu Ban contacted us to express their displeasure with the ongoing situation. We contacted the home owners, whom we knew from having rented from them, and learned that “a person from Bangkok” had leased the house for 1 year, with a lease agreement that allowed them to sublet the property. The owners assumed the lease would run an AirBNB type situation for high class, quiet family vacationers from Bangkok. The owners were aghast to learn from us what the horrible reality was for us and the other residents of the Mu Ban, they encouraged us to call the police if there was loud music after 10pm so they could get a police report with which to confront the leasee with. The owners informed us that Thai law prohibits loud noise after 10pm. As advised, we called the Hua Hin police soon after that. After calling the number, reaching a recording (all in Thai), eventually figuring out we needed to press “0” to speak to an officer, the officer told us he did not speak English and we needed to call the Tourist Police. We called the Tourist Police, they spoke English, but told us they did not respond to those type of calls, we needed to call the Hua Hin Police back and no, they could not speak to the Hua Hin police for us. I then called the Owner and asked them to call the police, but because the owner lives in Pattaya the Hua Hin Police told them they would not respond to the call from out-of-town because it might be a prank call. The police did eventually show up, several days later, at 9:30am when the house was dark and quiet. In the meantime, one of the other residents researched Facebook and discovered a “Ginks Beauty” page advertising this house, and about a dozen others in the Hua Hin area, as a party house for Bangkok people. You can see in pictures on this Facebook page that all the party houses have been outfitted with nearly identical plastic pool toys, a pool table, flashing multi-colored disco lights and a karaoke sound system. I am writing to learn if there are other forum members that are experiencing a similar situation from the other party houses, and to see if anyone knows how to resolve this problem. Perhaps someone has initiated Police or Legal action efforts that we could join together with in order to resolve what appears to be a widespread and growing problem in Hua Hin.

Bloody unbelievable, but very typical, both of the police and the idiots making the noise.

Maybe learn a couple of the Thai words for shooting a gun, come quickly! It just may work.
With the current situation it should not be tolerated by anyone.

There is one Thai gal here, and during the community meeting to discuss the situation she agreed to be the appointed person to speak with the police. But she has been unavailable at the crucial times when the police needed to be called, it may be that she is reluctant to get personally involved, not sure at this point in time, but it's appearing like we don't really have a Thai speaker to speak with the police.

Hmmm just realized that our house - which we took over recently - is listed on the facebook page as you mentioned. Your mentioning of the pool toys did the trick. We saw the pool table, the karaoke equipment and the colored pool toys there on one occasion together with a lot of empty bottles in the backyard but it was all gone on take over. No wonder the neighbors were happy that the house had been sold. It probably will not make any sense to contact the person behind the facebook profile? So happy that we changed the locks! Hopefully you will solve your issues with the party house - if you live next to our house, we can promise that it will not continue. :-)

There are now quite a few of these homes up soi 6, including one at the end of our little soi/lane, but to be fair, I rarely hear much noise coming from there despite it being occupied most days of the week.

In Salapa Village which is located behind our soi, there are about 3 or 4 of these party homes now, and the music a noise has already driven some residents away. Surprisingly, a lot of Thais object to the noise just as much as anyone else. In fact, my MIL who lives with us has phoned the police on a number of occasions because of noise coming from Salapa, even though I have barely been able to hear it.

If the situation is really annoying you and your neighbors, perhaps you should get together and arrange for the police to patrol/visit at around 10pm every evening. I'm not sure how much this costs, but it definitely can be arranged.


Alternatively, just go along and join the parties. :D :D :cheers:

We may have one of these houses in our Soi and I would like to be able to check.

Apparently it is against the law to to rent residential properties on a nightly basis, taking business away from hotels and guesthouses. The fine for this is 5,000 baht and is enforced by Prachuabkirikhan Province.

This is what one committee told a resident who was renting out his property as a party house.

Anyone confirm this??

Quite a few articles in previous months about houses in residential areas turning into hotels for visiting Chinese tourists. Not specifically in Hua Hin, but in many places. House would be rented from a Thai by a Chinese manager, then they would advertise it as low cost holiday accommodations for Chinese tourists, i.e., zero cost tours meaning little if any tourist revenue goes back into the Thai economy but is funneled back to China. They would pack a dozen people into one house. Someone sounded the alarm after seeing vans arriving week after week. So, the authorities are aware. Pete :cheers:

EDIT: But.....the "party house" spin seems to involve only Thais so any crackdown may be slower in coming?

I've just realised. We had a load of outlaws visiting the area last weekend. We only saw them on the beach, but looking at their Facebook pages, they were almost certainly staying in one of these places.

If this is right, it will have to apply to non-party rentals as well. I guess if they have a clampdown, it will be easy to find the 'villains' who advertise their houses on Facebook and Forums. I can see the authorities enjoying a plethora of tea parties in the not too distant future.

Sounds like a similar situation with all the Chinese 'Package Tours' coming here to Thailand and only staying in Chinese owned Hotels.
The Chinese just do nothing but cheat and steal, rotten people. :cuss:
