Depends where in Khao Takiab. The green bus runs about every 10 minutes (from 06:00 to 21:00) from Khao Takiab police station to the night market in Hua Hin. Cost 10 Baht during the day and 15 Baht after 19:00. There are taxi's and Tuc Tuc's around, they cost 150 Baht into Hua Hin, some try to charge more but will always accept 150.

I have a friend that walks it. It's not far at all, if you are in the mood for a good walk.

The two places almost run into one another.
Haven't done it as it's a fair hike, but have heard people get there by walking along the beach.
There are a variety of beach bars and hotels, feels like more of a holiday resort than Hua Hin.
The Cicada Market at the weekend is quite interesting with a few buskers performing.
