mandatory vehicle inspection for roadworthiness

Does anyone know if the mandatory car inspection for roadworthiness must take place after 7 years or 5 years ?
I think 7 years for car and 5 years for bikes .

It's very rudimentary, basically a check of the brakes on a rolling road and how loud the exhaust is. The last time I did one in January, there were no other customers and I don't think I was there for more than five minutes, that was the one near La Vallee on the Pulau-U road.

So, is it my responsibility to present my car at the test centre exactly 7 years to the day from when it was purchased, or is there another factor that comes into it? What are the penalties if I forget?

No 'penalty', they just won't renew your registration without.

Tax paid, inspection, registration needed to drive vehicle. No have, no placard / sticker for windshield, and what they are looking for at the bottleneck check points.

You do it just prior to doing the annual tax due after the vehicle reaches the 7 year mark. You present the inspection slip with the vehicle blue book when paying the tax.

In fact the inspection places will normally provide a service to do the annual tax/registration for you.

Certainly, KC motors (under the flyover) which I've used for years will do the complete service, inspection and tax.
