"Cabs, vans to be reorganised at Victory Monument

FROM MONDAY onwards, public-transport vans and taxis will no longer be allowed to wait for customers at the Bangkok Victory Monument traffic circle and vans will only be allowed to wait under the Makkasan Airport Link Station.
Traffic police will coordinate with the vans to ensure they do not congest traffic when picking up passengers, according to a conclusion drawn yesterday at a meeting on the implementation of the National Council for Peace and Order's policy to discipline public-transport operators in the area.
Colonel Chalermpol Srisawat, deputy chief of the King's Guard, 2nd Cavalry Division, said the measures would be implemented in three phases. He was presiding over the two-hour meeting with police and 20 representatives of van operators.
The first five-day phase, starting on Monday, will focus on getting the vans to pick up passengers in the Airport Link station area and other public spaces. It will also ensure that passengers are charged a fair fare, that ticket-selling booths do not block traffic, and that no cabs or vans stop to wait for passengers at the traffic circle........"

My brain is like an Internet browser; 12 tabs are open and 5 of them are not responding, there's a GIF playing in an endless loop,... and where is that annoying music coming from?

I'm no traffic expert but I just don't see that the minivans, in the main, are holding traffic up. It's the pathetic smoke belching public buses and the crazy amount of time it takes for the lights to change. And also the expressway traffic that comes off there at certain times of the day, especially in the mornings.
OK, the minibuses may double park occasionally which might hold up traffic for all of a minute but I really don't see that they're the root cause of congestion.

They are not changing the pick up / drop off point, just the mass parking area.

The minibuses to HH are in that alley way next to the BTS station and do not block traffic, other minis to other destinations are parked in the circle around VM and do.
Anyway give it a week or so and it will sort out.

"Three new parking spots assigned for interprovincial vans
BANGKOK, 26 August 2014 (NNT) - Interprovincial van operators will be assigned to pick up passengers only at the three main bus terminals in the capital, starting September 1st.
According to Deputy Permanent Secretary of the Bangkok Metropolitan Administration Attaporn Suwattnadeja, the campaign to regulate passenger van services during the past two months has greatly improved the flow of traffic in Bangkok, particularly around the Victory Monument.
Around 200 vans per day have been reported to be parking at the designated spot in the compound of the Airport Rail Link station. Starting in September however, the van operators will be required to pay a small fee to cover the rental space as well other utility costs for the Airport Rail Link.
Meanwhile, the Bangkok Mass Transit Authority (BMTA) will also designate extra parking spots for interprovincial van operators by August 31st. The extra parking spots will be available only to interprovincial vans which will be allowed to pick up passengers only at the New Southern Bus Terminal, and two other main terminals at Mo Chit, and Ekkamai.
