It's true that i've never been to the far north but i spend some time in rather rural areas, compared to that i would say in hua hin there are few dogs and they are quite peacefull. I've been here for about 2 month now and probably had 3 or 4 dogs barking at me. The 2 who always hang around my house run away as soon as i open the door. Though, it might depend on the part of town and walking around with your own dog is probably a very different situation.
