The exchange offices in Hua Hin don't change Baht to foreign currencies. You have to go to a bank and they sometimes have to order the money. At the airports you get Dollars without problem.

Twice including last month I have exchanged Baht to USD in the Victory exchange in the basement entrance to M Village.
