O A visa from home country

Have a friend wanting to retire here from The Netherlands. How does he "seed" the 800,000 bht to obtain the OA visa prior to coming here. He does not have pension income but has sufficient funds to put the 800,000 bht in a Thailand bank.

Obtained mu O-A in Belgium recently. The money for the visa was in my Belgium account, not Thai.

Yes, that is correct, along with a bunch of other requirements not needed for a plain "O" visa.
I can never understand why people bother with an "O-A" just to get a small increase in the initial permitted to stay time. More so if they are retired and intend staying here. :?

The 800 K THB dosn't have to be in a Thai bank account for the OA visa and dosn't need to be seeded. However, you also need a doctor's and police letter to get the visa.
If the OP's friend wants to retire here, an OA or O visa will be necessary. The O will suffice as long as he has enough time to season his money in a Thai bank account before applying for the retirement extension (for extensions, the money needs to be in a Thai account and have been there for 3 months to satisfy HH Imm - should only be 2 months for first extension to allow people to organise themselves financially when they first arrive but HH "do their own thing").
If the friend hasn't already got finances tucked away here before he comes over, he can't seed the money for the appropriate amount of time on a single entry O visa. He'll need the OA or a multi entry O. The latter are becoming increasingly difficult to get.
If any of that dosn't make sense, just ask away.
