PRACHUAP KHIRI KHAN: A breach in the wall of a reservoir in Bang Saphan district has widened to 15 metres, but at this stage is said to pose no threat to communities downstream.

District chief Loetyot Yaemphrai said the crack in the Morasuap reservoir dam had increased from 10 metres wide on Sunday night to 15 metres on Monday.

Four leaks initially developed in the dam after a week of heavy rain in the district, and rapidly widened. Water from Murasuap reservoir flows eastward to the Gulf of Thailand, about 25 kilometres away, through Krud canal in Ban Krud.

Mr Loetyot and other officials agreed the breach so far posed no threat to people living downstream, because the level of water in the reservoir was so low

However, residents living along the canal have been warned to keep a precautionary eye on the water level.

Water Resources Department officials were to arrive at the reservoir on Monday to fully evaluate the damage.

Morasuap reservoir can retain 1.6 million cubic metres of water in an area of 100 rai. It is being upgraded by a private contractor under a 38 million baht project to increase its capacity after a crack was first detected in 2016.

Mr Loetyot said the work was behind schedule. He would not name the contractor.

The reservoir is actually northwest of Ban Krut so Bangsaphan will not be affected if it bursts.

This is the same dam that caused flooding in Ban Krut twice over the past three years so clearly no efforts have been made to rectify the problem.

A thread on another forum has it that the authorities have advised people to move themselves and their belongings to higher ground.

Villagers downstream of reservoir advised to relocate to higher ground
Villagers living downstream of a small earthen dam, in Bang Saphan district of Thailand’s southern province of Prachuap Khiri Khan, were yesterday advised to move their belongings to higher ground as a precaution against possible flooding of their communities due an unusual discharge of water from the reservoir.

Officials from the Ratchaburi-based Regional 7 water resources office are using an excavator to enlarge the spillway to allow more water to flow out of the Morasuab Reservoir, to ease pressure on the dam, after three leaks were found in the earthen dam wall.

The provincial governor has already been notified of the need to ease pressure on the dam because the reservoir is at 90% capacity, which is beyond the safety level. More water is now being discharged through the 20-metre gap in the earthen wall and it takes about four hours for the water level in the reservoir to fall to a safe level of 60% capacity.

The small reservoir can hold 1.6 million cubic metres of water and, for safety, the water level must not rise above 2 metres below the top of the dam.

The water flows into a natural waterway that passes through Tambon Ban Krud and Tambon Chaikasem in Bang Saphan district.

Governor Pallop Singhamanee said yesterday evening that no communities have, so far, been affected by the increased discharge of water, though the water level in the waterway has risen by about 3cm.

Prachaup Khiri Khan, 13 August 2019 (NNT) – The wall of Ban Morasuap dam has collapsed, leaving a 10-meter wide gap. The Advisor to the Minister of Natural Resources and the Environment, yesterday visited affected areas ordering close monitoring and constant communication with villagers for their safety.

Advisor to the Minister of Natural Resources and the Environment Yutthaphon Ankinandana, has visited Morasuap dam in Bang Saphan district, Prachaup Khiri Khan, where a section of the retaining wall has been found cracked open and spilling water. The Department of Water Resources has been ordered to conduct surveys necessary to test the dam’s structural integrity, and to work with engineers on the repair of the reservoir.

Water Resources Office Region 7 has been ordered to acquire data from the Royal Irrigation Department regarding water levels in previous monsoon seasons in order to find preventive measures, while MNRE’s agencies have been ordered to closely monitor the situation and constantly communicate with the general public to ensure their safety.
