Downpour floods Pattaya, water car-deep. (Yet again)

PATTAYA: An afternoon downpour flooded major roads in Pattaya on Wednesday afternoon, with one community particularly hard-hit.

Torrential rain pounded the area for about two hours, causing flooding 30-50 centimetres deep on many roads in the city, including Beach road.

The hardest hit community was Nong Yai in Bang Lamung district of Chon Buri, where the water was about one metre deep, high enough to submerge most of Niyom Kongsan's car.

Mr Niyom said he was trying to drive his car out of the flood and to an alternative street to Sukhumvit road, but the strong current wrested control of the vehicle away from him and most of it sank beneath the water.

Photos posted on social media from Pattaya showed many areas were submerged.

However, the rain eventually stopped and about one hour later the water drained away.

Traffic Police radio reported flooding on sections of the Bangkok-Pattaya motorway, but the water level was subsiding.

The Meteorological Department forecast is for a 60% chance of rain in most areas of Pattaya and other eastern provinces into Thursday.

Rescue operations underway in Loei after flash floods and heavy rain caused by Tropical Storm Sinlaku

Thailand’s Department of Disaster Mitigation and Prevention said on Monday that rescue and relief efforts were underway in the North Eastern Province of Loey after flash flooding caused by heavy rain over the weekend brought about by a tropical storm.

The DDMP told Thai Enquirer that all three Amphoe in the province has been affected with 46 total Tambons currently receiving aid.

Both Ministry of Interior and army personnel have been dispatched to the area to provide relief efforts.

“We have the situation currently under control and we’re looking to manage resources to help the most amount of people,” a DDPM spokesman told Thai Enquirer.

According to the meteorological department, sporadic rainstorms are forecast in the region as Tropical Storm Sinlaku dissipates.

People have taken to social media to show the extent of the flooding in the area.

Downstream provinces braced for floods from North

Provinces in the lower part of the northern region are braced for flooding after downpours have submerged several areas for several days.

Chamnan Chuthing, director of the irrigation project in Phitsanulok, said on Sunday it was diverting water from the Yom River to tributary canals as it expected more water from the river to reach downstream provinces -- first in Sukhothai and later Phitsanulok -- by Sunday.

He said the department was also preparing for possible flooding in low-lying fields in Phitsanulok and warned people living along the Yom to stay vigilant and closely watch the water level.

The latest forecast from the Meteorological Department showed rain was subsiding in the northern and northeastern regions. But duty officer Prapaporn Wongsaming said people living along the western border should not lower their guard.

"Downpours remain possible in northern provinces bordering Myanmar through Monday," she said.

Provinces in the upper the northern region have been inundated since Thursday due to heavy rain. Wieng Sa in Nan was among the hardest-hit districts.

Floods hit eight northern provinces, including Nan -- where one man was killed -- and affected almost 4,000 households, according to an update of the Disaster Prevention and Mitigation Department issued on Sunday.

Khammalin Khampaengla said on Friday that runoff carried part of a huge tree trunk into her house at Ban Pong Sanuk after her family escaped to higher ground.

"The floodwater was strong so I and my husband decided to evacuate for safety," she said upon returning to repair her house on Sunday.

Mekong river steadily rising

NAKHON PHANOM: The water level in the Mekong river is rising steadily and people living along its banks at this northeastern border province have been advised to take precautions against possible overflowing.

On Monday morning, water in the Mekong river was about 9 metres high, 4m below the spill-over level of 13m. The level is rising at 20-30 centimetres per day.

Provincial authorities have warned people living along the Mekhong river bank in Ban Phaeng, Tha Uthen, Muang and That Phanom districts, as well as along four main streams emptying into the Mekong, to move their belongings and animals to higher grounds if heavy rain persists.

Farmers raising fish in baskets in the Mekong river and its tributaries have been told to watch for sudden deaths of the fish due to the change in water conditions and damage caused to the baskets by the strong current, to minimise losses.

Yom River surge entering Phichit

Irrigation officials in Phichit have begun flood mitigation procedures as the runoff-surge in the rain-swollen Yom River moves downstream into the province

Provincial irrigation office chief Amnart Inthawongkaew said on Monday that sluice gates were being opened to feed water into all canals as the level of the Yom continued to rise.

The flood is moving downstream from Sukhothai and Phitsanulok into Phichit, boosted by regular downpours in the upper northern region since last week.

On Sunday, the river overflowed its banks in Sukhothai's Muang district around dawn. Rudely awoken residents scrambled to move their belongings to safe places. "It was scary because the current was very strong," Chalao Saengklom of Moo 1 said.

The Disaster Prevention and Mitigation Department said on Monday that flooding was reported in 553 villages in 10 northern provinces. Phrae and Nan were the worst affected.

In Nan, the floodwater level in Wieng Sa district was dropping on Monday after the Yom River burst its banks over the weekend.

Flooding in Sukhothai as dyke bursts

Communities along the Yom River in Sukhothai were flooded with up to two metres of water on Monday after a dyke was damaged by strong currents following heavy rain upstream.

The flooding saw houses in Si Samrong, Si Satchanalai and Muang districts inundated by water as high as a single-storey house, forcing residents to seek safety on higher ground.

The torrents of water from Nan and Phrae tore down a 50-metre concrete dyke on Sunday. More sections of the dyke were damaged on Monday, worsening the floods in several areas.

The flooding brought down 20 electricity poles along Pak Kwair-Wang Mai Khon Road in Muang district, forcing Sukhothai's Provincial Electricity Authority (PEA) to cut off power to several parts of Muang district and hampering search and rescue efforts.

Sukhothai has become the latest casualty of the floods which have ravaged 10 provinces since last week. The floods were brought rain from by Tropical Storm Higos, which wreaked havoc in Nan and Phrae as it made its way through the North.

So far, severe floods have been reported in 553 villages across 10 northern provinces, according to the official tally kept by the Disaster Prevention and Mitigation Department under the Interior Ministry.

However, authorities fear that more floods will be reported as the storm slowly moves towards Laos.

Excess water from Nan and Phrae is expected to flow downstream for the next seven days. As such, there have been flood warnings in Sukhothai, Phitsanulok and Phichit.

In Phichit, irrigation officials are bracing for a surge of water which is expected to flow down the Yom River in the next couple of days.

Sluice gates along the Yom River have been fully raised to allow the Royal Irrigation Department to divert overflowing water from the river into its tributaries and canals, said the head of Phichit's Irrigation Department, Amnart Inthawongkaew, on Monday.

In another development, rising water levels along the Mekong River in Nakhon Phanom are threatening local farms and fisheries along the river.

Water levels along the Mekong have been rising at a rate of 20-30 centimetres per day. As of Monday, the level stood at 9 metres -- just 4m below the spill-over threshold -- prompting officials to warn villagers in Ban Phaeng, Tha Uthen, Muang and That Phanom districts to secure their belongings.

Over 400 houses hit by flooding in Korat

NAKHON RATCHASIMA: More than 400 houses in Chok Chai district were flooded after heavy rain pounded this northeastern district for several hours on Monday night.

Hours of heavy downpours dumped rainwater on Dan Kwian Village and Khruengphandinpao Lan Dankwian communities in tambon Dan Kwian. More than 400 houses in the two communities were under water.

Dan Kwian municipality mayor Fon Khongsaktrakul and other officials visited the flood-hit areas to provide assistance to affected people. Flat-bottomed boats were dispatched to evacuate elderly people and bedridden patients from their flooded houses.

Water pumps were installed to drain floodwater from the communities. Officials distributed relief packages and food to the affected households.

Heavy rain in Northeast as storm moves in

Heavy rain was reported in the Northeast overnight and on Fiday morning, and flooding in some areas, with Tropical Storm Noul expected to move into the region from Vietnam on Friday evening.

A storm hit Khon Kaen province about 4am on Friday. Some roads in the northeastern provincial capital were flooded during morning rush hours.

Roads were under water in Khon Kaen municipality, and flooding on Ban Kok Road was 30-50 centimetres deep. Few shoppers were in evidence at local stores, as commuters and students found travelling difficult.

Khon Kaen governor Somsak Jangtrakul said the storm had a serious impact on the province. Local officials were offering quick help to affected people, he said.

Heavy rain was reported overnight and continuing in the morning in Buri Ram province.

It rained lightly in Nakhon Phanom province in the morning, but the forecast was for heavier falls later in the day.

Governor Siam Sirimongkol put local district officials on standby to provide assistance as needed.

He said if there was flooding the impact would be manageable because the level of the Mekong River remained low. He hoped the storm would relieve water shortage in Nakhon Phanom.

Somsak Khaosuwan, director-general of the Meteorological Department, said on Friday morning that Tropical Storm Noul was 170 kiometres east of Danang at 4am, and movng westwards.

It would land in Danang and reach the northeastern Thai province of Mukdahan on Friday evening. The storm would then pass through the North and enter Myanmar on the weekend.

He warned of heavy rain, flash floods and runoff nationwide. The Northeast woud be hit first and other regions afterwards, Mr Somsak said.

He dismissed earlier warnings about the possibility of the storm developing into a typhoon.

Khao Yai closed as storm brings down rocks and trees

NAKHON RATCHASIMA: Khao Yai National Park in Pak Chong district was temporarily closed to visitors after runoff from tropical storm Noul brought down several rocks and trees on sections of a road leading to the popular tourist site.

Khao Yai National Park chief Narin Pinsakul on Saturday morning ordered the closure of Thanarat Road leading to the park in tambon Moo Si, where large rocks from the mountain had tumbled onto the road after heavy rain. Many trees were also uprooted and blocked sections of the road, making it impassable to vehicles.

Officials and workers raced to clear the rocks and felled trees. The work was expected to take at least four hours, Thai media reported.

Heavy rain triggered runoff to enter canals, causing them to overflow. Floods were reported in many areas of Pak Chong and Wang Nam Khieo districts. Bo Nam Phud, another popular tourist venue in Pak Chong, was also flooded.

The Nakhon Ratchasima office of the Department of Disaster Prevention and Mitigation said the storm that pounded the province on Friday night caused flooding in 32 communities in six districts: Muang (19 communities), Pak Chong (5), Theparak (2), Chalerm Prakiat (3), Chum Phuang, (2), and Chok Chai (1).

Officials are now surveying damage to properties and households, said the office.

Heavy rain will continue until Tuesday after it caused runoff and floods in several provinces from Wednesday night, according to the weatherman.

The Meteorological Department said on Thursday that rain would continue due to a monsoon trough above the lower North, Central Plains and Northeast since Wednesday.

It rained heavily in many parts of the country from Wednesday night to Thursday morning. Floods were reported in downtown Chiang Mai on Wednesday morning and there was runoff from Wang Kaew waterfall in Lampang province.

Runoff was also reported from the Khao Yai National Park to Ban Koh Moi village in Prachantakham district of Prachin Buri.

In Kanchanaburi province, runoff from the Khuean Srinagarindra National Park hit areas in tambon Hin Dat of Thong Phaphum district. The Hin Dat hot spring was also flooded.

In Bangkok, heavy rain caused floods in many areas on Wednesday night. The Bangkok Metropolitan Administration said on Thursday that heavy rain — 100 millimetres in 15 minutes — had caused flooding in Din Daeng, Huai Khwang and Phaya Thai districts.

A combination of problems, from a power outage to the lack of maintenance of public drainage pipes under private property, contributed to widespread flooding in Bangkok on Wednesday evening, City Hall said.

Many city residents complained about flash floods which triggered traffic snarls in several key areas of Bangkok, prompting the Bangkok Metropolitan Administration (BMA) to hold a press briefing to explain the problem.

Heavy downpours battered 11 areas in the city with Din Daeng, Phaya Thai and Huai Khwang districts recording the highest rainfall at 100 millimetres, 99mm and 83mm respectively, said Narong Ruengsri, director of the BMA's Department of Drainage and Sewerage. Clouds had moved in from the north of Bangkok producing rainfall that submerged many roads. It took more than two hours to drain floodwater in Pracha Suk Road in Din Daeng district and Kamphaeng Phet 2 Road, around the Mor Chit area, in Chatuchak district.

In other less flooded spots of the city, the situation was brought under control in under two hours, Mr Narong said. The floods occurred despite an underground tunnel having been built in Makkasan to divert floodwater from Din Daeng, Huai Khwang and Ratchathewi districts. The Bang Sue water tunnel is also there to help expedite the water drainage but the floods continued.

Water pumps were put to work in smaller sois and streets, Mr Narong said, noting the rain fell over short periods but in large amounts.

He added the city's drainage operation was hampered by a blackout which shut off pumps at four major sumps. Metropolitan Waterworks Authority technicians were called to restore power.

The Meteorological Department said it rained heavily in many parts of the country from Wednesday night to Thursday morning.

Pak Chong floods worst in 15 years

NAKHON RATCHASIMA: Massive runoff from Khao Yai National Park has flowed into Lam Takhong, causing a major canal to overflow and flood many areas in Pak Chong district in the worst flooding in 15 years.

Heavy rain since Wednesday has triggered runoff from the national park to flood roads, government offices, houses and farmland in seven tambons in Pak Chong district.

Worse still, runoff entered the Lam Takhong canal on Friday night, causing it to burst its banks. The overflow sent a huge torrent through downtown Pak Chong, where water levels were 50cm to one metre.

Khao Yai National Park has been closed for the weekend because of the risk of more flooding and mudslides.

More than 200 households in tambons Nong Nam Daeng, Khanong Phra and Mu Si were affected by the inundation. It was the worst flooding in the district in 15 years, Thai media reported.

The flooding made Mittraparb Sai Kao Road (Nong Sarai-Pak Chong route) impassable for small vehicles. Markets, the Pak Chong district office, the police station, temples and hotels in municipal areas were inundated.

Nakhon Ratchasima governor Wichian Chantaranothai met on Saturday with officials of various agencies at the Pak Chong district office to map out measures to cope with the situation.

Authorities have set up five temporary shelters at Pak Chong Nana Hospital, Sanyalak School, Run-arun School, Sawang Witchathamsathan Pak Chong foundation and Tha Manao temple. Flat-bottomed boats have also been dispatched to help evacuate people in flood-hit areas.
