Good point. I've run the text through several translators, and they all come up 5pm to 5pm. However, I've encountered this before with Thai. Apparently it really means 5pm to 11pm

I remember going to one of these events in Hua Hin many years ago and it was impressive, basically a massive firework display several times in the evening.

The "firework festival @ Hua Hin 2022" will be at the ferry terminal, Hua Don Beach, Khao Takiab, Hua Hin
This will be a free event between 24-26 June, from 5 p.m. - 11 p.m. The fireworks will be from ships at sea every night, at 7 and 9 PM every night. One the beach, there will be 30-40 food stalls and concerts staged.

Oh well, going give that a pass. Live about 1.5 hrs away, but since probably sipping a few or having a smoke while there, thought I'd check some hotels on Booking com, and notice a few already have doubled+ their rates for that weekend. Can't blame them, especially if they sell out, but prefer not to participate.
As much as I enjoy fireworks, that's a bit of a premium to pay for the light & boomer show. Buy myself something else with that baht instead.
Hotels all around the globe will add a premium during special events. As you say, "Can't blame them" as it's a normal occurrence and not price gouging by the Thais which is what is always implied. Try booking a hotel anywhere for a special event or a particular holiday.
4th July, Thanksgiving etc in the US
Royal Ascot, Wimbledon, etc in the UK
And of course New Year, Easter, Christmas almost everywhere.
You have to be aware that hotel prices will increase for any special event.
It's about 'supply and demand' but sometimes the expected demand doesn't happen which will lead to 'Special Discounts'.
I just got back yesterday evening and from the road in Hin Lek Fai there was a duel spectacle of fireworks in the distance and a lightning storm on the other side of the sky.
