If I wasn't reading this I wouldn't believe it. Taking the article at face value you can be assured that many good students with great potential will be swept up into this vacuum cleaner and end up in welding class or circuit board assembly instead of physics. 40 or more students per class has been common practice in the US since the 70s.
Vocational training at the high school level has all but been eliminated. If you want to learn how to work with your hands, you have to pay for a private trade school, after you have graduated from high school.
