A swathe of the world is adopting China’s vision for a tightly controlled internet over the unfettered American approach, a stunning ideological coup for Beijing that would have been unthinkable less than a decade ago.

Thailand and Vietnam are among the Southeast Asian nations warming to a governance model that twins sweeping content curbs with uncompromising data controls - because it helps preserve the regime in power. A growing number of the region’s increasingly autocratic governments watched enviously the emergence of Chinese corporate titans from Tencent Holdings Ltd to Alibaba Group Holding Ltd - in spite of draconian online curbs. And now they want the same.

One of the latest to buy into the rationale is Thailand, which on Feb 28 passed a cyber security bill modelled on China’s that grants the government the right to seize data and electronic equipment without a court order in the interests of "national security".

Thailand ranking below Burma for internet censorship ... welcome to China!

Thailand's internet censorship rates 6/10
Thailand has received a score of 6 out of 10 in internet censorship, on a par with various regional peers, according to UK-based tech research firm Comparitech.

A score of 6 was given to 17 countries, including Cambodia, Indonesia, Laos, Malaysia and Vietnam, out of 150 countries surveyed.

The higher the score, the greater the censorship. A score of 10 is the harshest internet censorship.

Singapore received a score of 5, while Myanmar and the Philippines were given a 4.

Responding to Thailand's score of 6, Comparitech editor Paul Bischoff told the Bangkok Post that Thailand bans access to some torrent sites, restricts access to pornography and censors news media and social media.

"The Cybercrime Act, Computer Crime Act and lese majeste laws all contribute to Thailand's web censorship," Mr Bischoff said.

The score given to each country is based on five criteria, each worth two points. One point is earned if the content -- torrents, pornography, news media, social media, virtual private networks (VPNs) -- is restricted but accessible and two points if banned entirely.

"Censorship inhibits freedom of speech and public access to information," Mr Bischoff said. "Censorship silences voices that oppose authorities. This can lead to oppression or persecution of government critics, dissidents and activists. It gives authorities too much power to silence dissent."

There no problem accessing porn. Some sights are blocked but there are scores of others still available.

GOV’T WARNS SOCIAL MEDIA, WEBSITES OVER PUBLISHING ‘MISINFO’
Thailand’s Ministry of Digital Economy and Society on Tuesday warned popular social media and websites against publishing information that could mislead or cause unrest in Thailand.

“As many as 3,083 social-media pages and websites that are potentially in violation of the law have been reported to the Ministry,” said Buddhipongse Punnakanta, minister of Digital Economy and Society.

From Aug. 7 to 17, reports had been filed of 3,083 social media pages and websites, of which 1,395 were found to be in violation of the Computer Crimes Act, the minister said.

According to the minister, there were 1,395 violators, 1,014 are Facebook pages, 226 YouTube clips, 121 Twitter messages, 25 websites and nine TikTok posts.

“Ministry officials have collected evidence and submitted it to the Thai Court,” Buddhipongse said.

So far, the Thai Court has already ordered the closure of 653 social media pages or websites, he said.

“However, there are many social media pages that have ignored the court order; hence those who don’t obey the court order to close, will face a fine of 200,000 baht (6,418 U.S. dollars) or 5,000 baht (160 U.S. dollars) per day until they improve their content in line with Section 27 of the Computer Crimes Act,” the minister warned.

GOV’T SUES FACEBOOK, YOUTUBE FOR DISOBEYING CENSORSHIP ORDERS
The digital economy minister on Thursday filed a cybercrime complaint against Facebook and other social media platforms for their failure to comply with the censorship order from the Thai government.

Nearly a month after the ministry threatened to sue the American social media giants for ignoring requests to remove contents deemed defamatory to the monarchy, minister Puttipong Punnakan lodged his complaint today to the Technology Crime Suppression Division against Facebook, YouTube, Twitter, and Instagram.

“This is the first time that we are taking action against service providers,” Puttipong saud. “We will sue their parent companies, which police will use Thai law since the crime took place in Thailand.”

According to the law, administrators are required to comply with the court order within 15 days, or face a maximum fine of 500,000 baht plus a daily fine of 5,000 baht per day. Puttipong said he had given time for the platforms to comply with the shutdown order since April, to which only some of the links had been taken down.

“They already received warning letters, but they didn’t fully comply with our requests,” Puttipong said. “There are 661 URLs for Facebook, but only 225 of them were taken down.”

He also accused five individuals, three of them protest leaders, of insulting the monarchy on their social media accounts in today’s complaint, though he said that only charges under the Computer Crime Act were pressed against them.

He did not explicitly mention any names during today’s press conference.

Facebook, Twitter, YouTube, and Instagram have not issued any response to the complaint as of publication.

I'd love to see them try to ban it - won't have to worry about students then, there will be 70 million people on the streets kicking off!

Will they want to produce all the evidence in public court? And have it reported world wide and possibly in Thailand as well?

This is getting interesting as at the moment it seems FB, Twitter, YouTube et al are calling Thailand's bluff. It may be what's needed to knock these officials and their repressive laws down a few pegs.

FEAR CHANGE MUCH? GOV’T BLOCKS CHANGE.ORG TO STOP PETITIONS
The government ordered internet providers to block access to online petition site Change.org as of Friday.

Thai Netizen Network, a group monitoring internet censorship, said Thursday night that access to the petition website is banned through all three major service providers: AIS, Dtac, and True.

Trying to reach Change.org will send most Internet users to a landing page that says the page has been suspended due to cybercrimes. The Thai Netizen Network says the IP address of the blocked page can be traced to TOT Public Company, or state-owned telecommunications.

Putchapong Nodthaisong, spokesman of the Ministry of Digital Economy and Society, said by phone that he was in a meeting at Parliament and unable to comment.

During the ongoing pro-democracy protests over the past week, a Change.org petition regarding His Majesty the King Rama IX was widely circulated on Twitter, the contents of which cannot be reproduced here due to fear of the royal defamation law.

“There’s so much change happening, that they have to block Change?” tweeted writer Teepagorn Wuttipitayamongkol.

I just had a look at change.org and couldn't find any such petition about the monarchy, either in Thai or English. There is a recent petition for democracy but it only has a few over 4,500 signatures.

Bangkok Post PostBag censored?

I could not see any letters in the online PostBag section of the Bangkok Post yesterday and so far nothing today. Could this be censorship or a precaution to avoid being shut down.
