A very late start this year to this thread and to flooding events, but things are worsening especially in the north and northeast. Please post all flooding news and information here.

Khon Kaen hard hit by Podul

KHON KAEN: Several provinces in upper Thailand have been hard hit by heavy rain brought by the Podul tropical storm since Friday night, with Khon Kaen among the hardest hit.

Floodwater was reported to be as high as three metres in some parts of the northeastern province.

Several areas have been submerged, especially Non Sawang and Non Sa-ard communities in tambon Nai Muang of Ban Pai district.

People thronged local roads, waiting for help from authorities after their houses were submerged overnight.

Some families were stranded and were waiting on their roofs.

The currents were strong and all types of vehicles were submerged.

Suparb Maungsri, 57, of None Sa-ard, said the floodwater had kept rising since 8pm Friday. As of 10am Saturday, they received no help.

“My family members and our neighbours have to stay on roofs. We urgent need help. Boats should be brought to take community people to stay Wat Chanprasit in Ban Pai municipality.

“The hardest hit area are people living in the municipality, as well as None Swang and None Sa-ard, totalling 1,000 households.

“This year, the flooded area has expanded, making the deluge the biggest in 40 years,” he added.

Ban Pai police have later helped people move their belongings from their houses in the municipality and evacuated some of them to dry areas.

Arrived in KK yesterday driving from Korat. Korat was wet enough but the drive up was through torrential rain, apart from around Phon, when it stopped. But the localised flooding we saw was substantial and as it stands the road back is impassable. But that should clear by Monday. Just Past Phon we saw an impressive cloud structure which to the right, went as far as the eye could see, and sure enough we were soon in torrential rain again and it continued on and off in KK all night, but drier today. Excuse poor pic.

KHON KAEN: Floodwaters in Ban Phai district of this northeastern province have receded, allowing traffic on the Mitrapap highway to return to normal.

Although the flooding has eased, the water level in Lam Huay Chik stream in the district is still high, and the water is flowing rapidly.

Some families that escaped the flooding to higher ground have returned to their houses in Sumnaman Pattana, Sapan Khao, Mor 1 Pattana and Mitrapap 4 Pattana communities.

However, many other families have not been able to do so as their houses, which are located in low-lying areas by Lam Huay Chik stream, are still flooded. Some structures were swept away.

People left homeless have been provided with temporary shelters at six locations by government flood relief agencies.

Pornnapa Padse, 44, of the Sumnaman Pattana community, said the floodwater came so fast and rapidly that her family members were not able to take all of their belongings despite being well prepared for it. The strong current swept away the whole house, she said. All she could do was to take her parents and other family members out of the house.

Food, medicines and clothes are needed, Mrs Pornnapa said.

Traffic on both sides of a previously inundated two-kilometre section of Mitrapap highway between the Kiatsin and Ban Kerng intersections has returned to normal. The 2-km stretch of Chaeng Sanit road from the Kiatsin intersection that was flooded on Saturday near a bridge across Lam Huay Chik stream has also been reopened to traffic.

Phitsanulok village hit by flash floods

A river burst its banks and totally inundated a village in Phitsanulok’s Wang Thong district early Monday following heavy rain overnight.

The water started rising in Fuangfah village in Tambon Wang Thong of Wang Thong district at 2.30am. On learning that the Wang Thong River had overflowed, rescue officials rushed to the village by boat to evacuate the residents. Levels rose very fast, with some parts of the village under two metres of floodwaters.

Many villagers were still asleep and only woken up by megaphone announcements that they needed to prepare for evacuations.

The evacuation was difficult as the village has several bedridden patients and elderly people.

The Ban Khao Samor Kraeng community nearby was also hit by the overflowing river, prompting officials to evacuate the villagers there.

Flooding was also in evidence on the Phitsanulok-Lomsak road leading to Wang Thong district’s downtown area, with 800 metres under 20cms of water.

Mae Hong Son school damaged by flooding

A school for poor hilltribe children in Mae Hong Son’s Mae Sariang district has been hit by mountain runoff and floodwaters, the district chief said on Monday.

Tanakrit Chanthajamrassilp, chief of the Mae Sariang district, said the Ban Pho Sor School in Tambon Saohin was severely affected by a mountain runoff following heavy rains late Friday.

The school is for providing education for children of poor families of hilltribe villages in the tambon. It teaches 364 students from kindergarten level to secondary level.

The school building was not damaged but the water inundated teachers’ quarters and the students’ sleeping quarters and wiped out foods supplies.

The district chief said 24 sacks of rice and all dried noodles destined for the children’s meals were damaged. Cans of fish were also under water and they might be wasted, he added. Worse still, 30 hens, whose eggs were used to cook for students, were drowned along with three pigs. The floods and mudslide also damaged a mushroom greenhouse and the vegetable garden.

On Sunday, troops from the Mae Hong Son-based 36thArmy Development Battalion and officials of the provincial administration used heavy machinery to clear the 60-kilometre-long road from downtown Mae Sariang to Ban Phosor village. Over 39 parts of the road were blocked by mud and fallen trees. The road was back in operation by Sunday night.

I'm still in Khon Kaen and lots of localised flooding around the city and it's still raining. The other half's mothers house had a foot or so of water this morning, but I am told it's all drained away now - we can't get there.

My daughter's house in Roi Et has been under a few inches of water for a few days now. She is fairly lucky compared with other parts of Roi Et. We have 1 sick relative there who is too ill to be moved. The army has to take her family in to feed her each day.

Other relatives in Ban Nong Seng are stranded on the upper level of their stilted house. They've been without electricity for a few days now.

BANGKOK — Isaan and Bangkok should expect more heavy rain Monday as a new storm approaches Hainan in China.

Just after after tropical storm Podul left the country on Saturday, the Thai Meteorological Department released a notice on Sunday advising that a tropical depression will hit dozens of provinces, especially in the northeastern region, Monday through Wednesday.

The depression’s impact on Thailand is not expected to be as severe as Podul, because isn’t heading directly towards the country. Even so, the department warned of “heavy rainfalls and flash floods,” as the depression is gaining strength to become a more powerful tropical storm.

Downpours are forecast for Isaan and the North, including Khon Kaen, Chaiyaphum, Phitsanulok, and Ubon Ratchathani – which have been recently inundated with floods.

The department also warned rain could cover 70 percent of Bangkok and surrounding areas, while sailors in the Andaman Sea and upper Gulf of Thailand should be watchful as waves will be up to three meters high.

Meanwhile, disaster mitigation department chief Chaiyapol Thitisak said Monday that flooding is easing, but areas in 15 provinces are still immersed in water left by Podul. More than 3,663 households across 24 provinces are reported to have been affected by floods over the last weekend, with many evacuated to higher grounds or left stranded on roofs.

The Department of Highways also reported that five routes in Nan (No. 101), Mukdahan (No. 2034), Yasothon (No. 23 and No. 202), and Ubon Ratchathani (No. 2050) are still cut as of Monday. Drivers are advised to be vigilant and follow signs.

The death toll and injuries from Podul remain unclear as Chaiyapol reported only one casualty in Ubon Ratchathani and one injury in Chaiyaphum, while media reports have listed at least five deaths since Saturday.

The new depression formed over the South China Sea on Sunday before barraging Hainan on Monday. Its peak winds have measured 55km per hour, which are strong enough to break twigs off trees, but are still less powerful than the peak winds of Podul, which measured at 74km per hour.

Although Podul has left several northeastern provinces flooded, other areas in the region such as Nakhon Ratchasima remain dried up by an ongoing drought, which has been described by locals to be one of the most severe in decades. Reservoirs are being filled with rainwater, but water levels remained below half of the capacity.

Authorities on Monday stepped up efforts to prevent Sukhothai province from being heavily flooded on Tuesday by massive runoff from the Yom River in the northern province of Phrae after Tropical Storm Podul hit on Friday.

Royal Irrigation Department director-general, Thongplew Kongchan, said on Monday he had ordered authorities to intensify efforts to protect the province from being submerged after he received an urgent order from Agriculture and Cooperatives Minister Chalermchai Sri-on.

Mr Thongplew said the northern runoff in the Yom River passing through a sluice gate in Wang Chin district of Phrae around midday on Monday was measured at 1,100 cubic metres per second (cu m/s), which is double the capacity of the sluice gate in Si Satchanalai district of downstream Sukhothai, said Mr Thongplew.

To prevent the runoff from flooding downtown areas, he said the department had begun diverting water away from a section of the Yom River before Hat Saphan Chan sluice gate in Sukhothai's Sawankhalok district in two directions.

In one direction, the water was being diverted into the Nan River and the old path of the Yom River via canals, which feed into the Bang Rakam water-catchment area in Phitsanulok, he said.

The Bang Rakam area consists of more than 382,000 rai of low-lying land with a combined retention capacity of 550 million cubic metres, he said.

In the other direction, the water was being diverted into the Thung Thale Luang water catchment area via canals connected with the Yom River, he said.

A number of provinces in the North, the Northeast and Central Plains were affected by floods caused by the impact of Tropical Storm Podul, while the flood situation in many parts of the Northeast has also been exacerbated by the impact of a new Category 2 tropical depression over Hainan, China on Monday. The depression is expected to develop into a new tropical storm in one or two days and will be named Lingling.

Close to 40,000 households in 26 provinces have been affected by floods and landslides since Friday, during which four deaths were reported, according to the Department of Disaster Prevention and Mitigation.

Ten of the 26 affected provinces remain affected by floods, namely Phitsanulok, Phichit, Amnat Charoen, Chaiyaphum, Mukdahan, Yasothon, Khon Kaen, Ubon Ratchathani, Roi Et and Nan.

In Nan province, military rangers and local administrative officers on Monday began searching for Potchaman Ut-ai, 39, who was swept away by a flash flood while riding her motorcycle to work in Thung Chang district.

The tropical depression was also blamed for fresh floods in the northeastern provinces on Monday.

A one-kilometre stretch of Maliwan Road, a main artery in Khon Kaen's muang district, was under 70 centimetres of water in some places on Monday morning, which resulted in severe traffic congestion on the road, which leads to the province's airport.

Drove through Ban Phai in KK province early this morning, which had the worst reported flooding in KK and it's a hell of a mess. They have set up cover for locals and families right on the main highway bridge that crosses the creek which flooded, which takes up half of one of the lanes used for driving, thus both unpleasant and dangerous - you have to ask if they can't do better than that? It's pretty obvious the locals in the community aren't valued at all. Shocking really.

As an aside, we left KK in steady rain and much of the land either side of route 2 was flooded to various degrees. But the further south we went, the drier it got, apart from the odd shower, especially just north of Korat, but it was basically dry from Korat to Bkk, which is where I now am for a few days.

Heavy rain, flood warnings still in force

Floods still plague 10 northern and northeastern provinces as the weatherman forecasts more heavy rain and flooding in the Northeast and the East.

Chayaphol Thitisak, director-general of the Department of Disaster Prevention and Mitigation, said on Thursday that flooding persisted in Amnat Charoen, Khon Kaen, Phetchabun, Phichit, Phitsanulok, Roi Et, Si Sa Ket, Sukhothai, Ubon Ratchathani and Yasothon provinces.

About 1,400 people were evacuated in Amnat Charoen, Khon Kaen, Ubon Ratchathani and Yasothon, he said.

In the northeastern province of Ubon Ratchathani, local officials worried about safety cut off the electricity supply to about 800 houses in several flooded villages in tambon Tha Muang of Don Mod Daeng district.

They were installing about 30 water propellers in the Mun river in Phibul Mangsahan district to speed up floodwater drainage.

The Meteorological Department forecast on Thursday was for heavy rain to continue in the Northeast and the East, with the danger of flash floods.

12 provinces remain under water

Twelve provinces, mostly in the Northeast, remained flooded on Friday, with Ubon Ratchathani receiving overwhelming water from other provinces before it flowed into the Mekong River.

Chayaphol Nitisak, director-general of the Department of Disaster Prevention and Mitigation, reported floods in Phichit, Phitsanulok and Sukhothai provinces in the North; Amnat Charoen, Khon Kaen, Roi Et, Sakon Nakhon, Si Sa Ket, Ubon Ratchathani, Yasothon and Nakhon Phanom in the Northeast; and Nakhon Sawan in the Central Plains.

Mr Chayaphol said that about 3,400 people were evacuated in Amnat Charoan, Ubon Ratchathani and Yasothon.

In Ubon Ratchathani, 22 districts were flooded as large volumes of water flowed through it to many rivers — from Amnat Charoen, Khon Kaen, Maha Sarakham, Nakhon Ratchasima, Roi Et and Yasothon. The water was converging in the Mun River before entering the Mekong River in Khong Chiam district of Ubon Ratchathani.

Meanwhile, water from the northern provinces of Phichit and Phetchabun was flowing into Nakhon Sawan where part of its tambon Huai Thau Nuea in Nong Bua district was being flooded.

The Meteorological Department said rain continued heavily in the Northeast, the North and the western coast of the South on Friday before easing from Saturday to next Wednesday.

Locals move to higher ground after Chao Phraya dam discharge

Residents in low-lying areas of Ang Thong and Ayutthaya have rushed to move their belongings to higher ground following a warning of a large volume of discharge from the Chao Phraya dam in upstream Chai Nat.

The Royal Irrigation Department (RID), which supervises discharges at the reservoir, expected the runoff to cause the Noi River to overflow and flood low-lying areas in both provinces by Saturday evening. The flood water was likely to be 40-50 cm high.

At risk of being flooded were Khlong Phong Pheng in Ang Thong, Khlong Bang Ban in Ayutthaya's Muang district, tambon Hua Wiang and tambon Ban Krathum in Ayutthaya's Sena district, as well as tambon Talad Chid and tambon Tha Din Daeng in Ayutthaya's Phak Hai district.

RID director-general Thongplew Kongchan said the discharge from the dam was being kept below 900 cubic metres per second to avoid worsening the flood situation. He said more than 200 million cubic metres of water were diverted to Thung Bang Rakam catchment area in the northern provinces of Phitsanulok and Sukhothai and more was expected.

The area, which is turned into a water retention area after rice harvest, would help alleviate impacts from the flooding along the Yom River and downstream provinces, he said. Farmers in 12 other areas in the Chao Phraya basin were harvesting their crops and once the harvest was completed these areas would be turned into water catchment areas holding up to 1,500 million cubic metres of water.

Meanwhile, in Nakhon Sawan which receives runoff from Nan and Yom rivers from the North, Khlong Bang Khian in Chumsaeng district overflowed and inundated 20 homes in in tambon Bang Khian. Local officials said flooding would remain high for weeks due to the continued runoff from the north.

The Department of Disaster Prevention and Mitigation yesterday reported that eight provinces -- Sukhothai, Phitsanulok, Phichit, Amnat Charoen, Yasothon, Ubon Ratchathani, Roi Et and Si Sa Ket -- were still reeling from floods brought on by tropical storms Podul and Kajiki which lashed much of the North and Northeast last week.
