Flooding in part of Prachin Buri

PRACHIN BURI: Water flowing from national parks has caused flooding in a riverside community in Kabin Buri district.

Water from Khao Yai National Park, Thap Lan National Park and Thap Lan reservoir caused the Prachin Buri River to overflow into Talad Kao community in tambon Kabin.

About 50 houses were inundated. Residents moved belongings to the second floor of their homes and are using ladders to come and go. The flood water was 20-80 centimetres deep and still rising on Friday.

Talad Kao resident Thawat Wongsa said the flooding began on Thursday morning and was likely to worsen because the community was in the path of runoff from the national parks and discharges from the reservoir, which was now full.

Chao Phraya Dam to discharge more water downstream

The Royal Irrigation Department on Sunday issued a flood warning for provinces in the Chao Phraya river basin as more water will be discharged from the Chao Phraya Dam from Monday.

The amount of water running past Nakhon Sawan on Sunday was 903 cubic metres per second.

Combined with rainwater and discharge from the Sakaekrang River in Uthai Thani, it was believed the total volume of water running down to the Chao Phraya Dam in Sapphaya district of Chai Nat province would be 1,300-1,400 cubic metres per second on Sunday.

From Monday the dam is set to increase the amount of water discharged into the Chao Phraya to between 800 and 1,200 cubic metres per second, consequently raising the water level in the river below the dam.

In Ayutthaya province, the water level in Bang Ban, Sena and Phak Hai districts was expected to go up by about 1.50 metres.

The Royal Irrigation Department said it would carefully regulate water through the Chao Phraya Dam to prevent damage to farmland on both sides of the river.

AYUTTHAYA: Provinces in the Chao Phraya river basin have been warned of possible flooding as the Chao Phraya Dam begins discharging excess water downstream.

The warning was issued in an urgent lettter sent on Monday night by Irrigation Department deputy director-general Taweesak Thanadechopol to governors of provinces downstream from the dam.

The letter said a large volume of water was moving down through Nakhon Sawan to Chao Phraya Dam in Chai Nat, at 1,800-1,900 cubic metres per second. Water from the rain swollen Sakae Krang river in Uthai Thani was also flowing into the dam's reservoir.

Although about 400 cubic metres per second of water was already being diverted into retention areas on both sides of the river, the volume of water on the northern side of the dam was increasing rapidly.

It was necessary for the dam to increase the discharge rate to between 700 and 1,500 cubic metres per second. As a result, from Sept 15-18 the water level below the dam would rise by up to 2 metres.

Low-lying areas in Ayutthaya would initially be affected, including tambon Ban Krathum and tambon Hua Wiang of Sena district, tambon Tha Din Daeng in Phak Hai district, and some tambons in Bang Ban and Bang Sai districts.

The department would try to keep the discharge rate at no more than 1,500 cubic metres per second, to mnimise flooding.

Riverside communities in Ayutthaya flooded, water rising

Communities along the Noi River in Ayutthaya were flooded as the Chao Phraya tributary overflowed on Thursday morning, with warnings the water could rise by another metre in the next 24 hours.

The Chao Phraya Dam began discharging excess water downstream at the rate of 1,400 cubic metres per second, causing the Noi River to burst its banks, flooding fields and residential areas.

In Sena and Phak Hai districts the flooding was already 50-70cm deep. In Bang Ban and Bang Sai districts, riverside communities were also flooded.

Runoff from heavy rain in lower northern provinces and the Central Plains in the past week flowed into the Chao Phraya River in Nakhon Sawan at 1,900 cubic metres a second, and then downstream to the Chao Phraya Dam in Chai Nat.

Authorities said water levels in low-lying areas in the Central Plains and communities along the Noi and Chao Phraya rivers were expected to rise by another one metre in 24 hours.

Royal Irrigation Department chief Prapit Chanma issued warnings to provincial authorities.

In Nakhon Ratchasima, heavy rain in recent days caused the Lam Chiang Krai River to burst its banks and flood many houses in Dan Khun Thot district. The flooding persisted in Dan Khun Thot on Thursday. At least 150 households were under water.

Police and volunteers on Thursday delivered relief bags to flood-affected residents in three villages in tambon Nong Bua Lakhon of Dan Khun Thong, where the flooding was the worst in 10 years. The water was over one metre deep and showed no sign of receding.

Thailand’s Meteorological Department (Met Dept.) has warned of possible floods in Bangkok until Friday as torrential rain is forecast for most parts of the capital.

The department said yesterday that an active low-pressure area, in the middle of the South China Sea, has picked up speed and is likely to become a tropical cyclone as it moves closer to Vietnam's coast. As a result, all parts of Thailand are expected to be hit by heavy rain from today until Friday.

The Met Dept.'s forecast said people living in flood-prone areas in all parts of the country have been warned to prepare for flash floods. The level of water in canals in eastern Bangkok is now high, after three consecutive rainy weeks.

Meanwhile, Bangkok Governor Aswin Kwanmuang said after some flooding was reported in the city last night that more water pumps have been installed in flood-prone areas, while the city's flood response center has started operating around the clock to ensure prompt action in the case of flooding.

Two rivers burst banks, flooding two Korat districts

NAKHON RATCHASIMA: The Lam Takhong and Lam Chiang Krai rivers burst their banks, sending a huge volume of water to flood many houses in Nong Sung and Muang districts on Thursday.

In Muang district, the Lam Choeng Krai village in tambon Khok Sung was inundated. A village road was about 30 centimetres underwater. Floodwater rose to more than one metre in low-lying areas in the village on Thursday after the two rivers burst their banks, Thai media reported.

Sawai Thipwesart, village head of Lam Choeng Krai village, said the village had been hit by flooding for two consecutive years, but there was a huge volume of water this year due to long periods of heavy rain.

About 40 houses and more than 500 rai of paddy fields in the village are now inundated, said Mr Sawai.

In Nong Sung district, more than 40 houses in Dan Ting village were at least 40cm under water. The water levels kept rising on Thursday as the village was on the bank of Lam Chiang Krai River.

Floodwater also inundated Wat Dan Ting, leaving the temple 30-50 centimetres under water. Monks and residents were instructed to move belongings to higher grounds. Cremation ceremonies could no longer be held at the temple as the pyre was also flooded.

Villagers said the flooding was more severe this year than last year when the temple was only slightly affected.

A source said the situation was worrying as it rained every day, causing the water level in the Lam Chiang Krai River to rise.

Three riverside communities in Non Sung district — tambon Chan-ad, tambon Muang Prasart and tambon Lam Moon — were prone to flooding as overflows from the Lam Moon and Lam Chiang Krai rivers pass the areas.

Heavy rain will flood Chao Phraya Basin, especially lowland areas in Ayutthaya

People living in the Chao Phraya Basin, especially those in Ayutthaya’s Phak Hai and Sena districts, have been warned of severe flooding.

The National Water Administration believes rain in the upper region of the basin will significantly boost Chao Phraya River’s level on September 29, with high tide in Nakhon Sawan’s Muang district and Chainat’s Sappaya district.

This will affect lowland areas in Ayutthaya’s Phak Hai and Sena districts, with heavy flooding expected until October 2.

Meanwhile, the Singburi provincial office announced on its Facebook page that the Chao Phraya dam will drain water at 1,950 cubic metres per second, which in turn will increase the river’s level by 50 centimetres.

Separately, authorities have warned of flash floods and potential landslides in 15 provinces, namely Chiang Mai, Lampang, Tak, Sukhothai, Kamphaeng Phet, Phitsanulok, Phetchabun, Nakhon Sawan, Uthai Thani, Chaiyaphum, Loei, Suphanburi, Kanchanaburi, Chanthaburi and Trat.

Photos from last night at Bamnet Narong Hospital in Chaiyaphum Province. The water level rose rapidly. Power had to be cut and officials prepared to evacuate patients. However, emergency vehicles were all submerged.

Downpours cut off Phetchabun, at least 10 provinces submerged

A main road to Phetchabun was impassible for traffic on Sunday due to flooding from Dianmu, a tropical storm that unleashed heavy rain in this and other provinces.

A three-kilometre section of Highway 21 in Wichien Buri district of Phetchabun remained flooded, barrning all types of vehicles to pass, after heavy rain slammed the district from Saturday night to Sunday morning. Some areas on the road saw the water level rise up to one metre.

Charnvit Chanpub, the highway office chief overseeing the area, said on Sunday traffic was expected to resume on Sunday afternoon and advised drivers to take alternative routes.

"The water level is stable now," the official said. "But travellers betwen Bangkok and Phetchabun should put on hold their plans.".

Highway 21 is the main transport lifeline linking Phetchabun and Bangkok via Saraburi.

Wichien Buri took the hardest hit from rain with 193.5 millimetres from the 24 hours to 1am on Sunday, data from the Meteoroligical Department showed. Next was Tak Fah district of Nakhon Sawan and Muang district of Chaiyaphum.

Wichien Buri district chief Pakorn Tanjaitrong said every corner of the district was submerged and rescuers were concentrating on helping people to move to safe places.

Hatairat Thongjaisod, chairwoman of the Tambon Borrung Administration Organisation, said a poultry farm was severely flooded and rescuers rushed to evacuate about 200 workers at 2am on Sunday, leaving thousands of chickens behind.

Damage from flooding was reported in at least 10 provinces by the Disaster Prevention and Mitigation Department. They included Nakhon Sawan, Nakhon Ratchasima and Sukhothai.

Phakkhaphon Krongsin of Moo 2 village in Nong Bua district of Nakhon Sawan said rain continued to pummel his village for about eight hours, forcing him to move his family and belongings to high ground all night.

Flooding came back to Kabinburi district of Prachinburi in recent weeks but the damage was contained as people already moved their important things to safe locations in the municipality.

Tropical depression Dianmu has inundated at least 14 provinces since Wednesday, with four of them - Chiang Mai, Lamphun, Lampang and Tak - improving.

The weather agency's latest forecast said the entire country, including Bangkok, would be blanketed by rain at least until Monday. Rain would be subside during the week, it added.

Reservoir floods hit Korat districts

Nakhon Ratchasima: Residents in low-lying areas of seven districts are being warned of flash floods after tropical storm Dianmu made landfall in Vietnam and brought heavy downpours to the province.

The rain has caused water volumes in its eight medium-scale reservoirs to exceed their holding capacity. Kobchai Boon-orana, Nakhon Ratchasima governor, yesterday sent warning letters to seven district chiefs and chiefs of those involved in local administration offices in Dan Khun Thot, Non Thai, Pra Thong Kham, Huai Thalaeng, Wang Nam Khieo, Khon Buri and Pak Thong Chai districts.

Mr Kobchai asked authorities to warn residents living near the reservoirs to keep a close watch on water levels as the reservoirs could spill into residential areas, flooding them.

Nakhon Ratchasima authorities reported yesterday that the eight reservoirs were Upper Lam Chiang Krai in Dan Khun Thot district, Lower Lam Chiang Krai in Non Thai, Nong Kok in Phra Thong Kham, Lam Chamuak in Huai Thalaeng, Ban San Khamphaeng, Ba Itan, Lam Chiangsa in Wang Nam Khieo and Huai Pliak in Khon Buri.

They said the Upper Lam Chiang Krai reservoir has been deluged by water, standing at 119% of capacity or 10 million cubic metres, causing water to overflow its spillway. The Lower Lam Chiang Krai reservoir in turn had reached 126% of its capacity.

The province needs to drain out water from the reservoirs to Lam Chiang Krai River which is rising and flooding riverside areas in the districts of Dan Khun Thot, Non Thai, Phra Thong Kham, Non Sung and Muang. Riverside dwellers are warned to keep their belongings in high areas, they said.

Kris Poonkasem, chief of Nakhon Ratchasima Disaster Prevention and Mitigation Office, also inspected the damage resulting from storm Dianmu in Dan Khun Thot district. He and his staff also visited the Upper Lam Chiang Krai reservoir to see how water had overflowed, saying 211 houses near the reservoir have already been flooded.

Somkiat Prajamwong, secretary-general of the Office of the National Water Resources (ONWR), said the office is monitoring the situation in the reservoirs.

Continued heavy rain, flooding and strong winds in 39 provinces in the North, the Northeast, the East and the Central Plains, including Bangkok, are likely as tropical storm Dianmu weakens. The storm has downgraded to an active low-pressure cell over Khon Kaen province in the Northeast.

CHAIYAPHUM: More than 3,000 houses in 23 villages in Bamnet Narong district are suffering under what is said to be the most severe flooding in 100 years.

Kittipong Thamsoparat, the Tambon Ban Phet Municipality mayor, said a huge volume of water had flowed into the district through adjoining Thep Sathit district in Chaiyaphum and Thepharak and Dan Khun Thod districts of Nakhon Ratchasima.

Tambon Ban Phet was the worst affected. There were 23 villages in the sub-district with more than 3,000 homes. All the houses were flooded.

Of the 23 villages, Nong Phak Waen, or Moo 21 village, with about 600 houses, was hardest hit.

The entire village was inundated with water about 2 metres deep. Some of the houses were completely submerged. Residents had been forced up onto their rooftops.

Rescuers from the Nakhon Ratchasima-based Hook 31 rescue unit and local officials were using speedboats and flat-bottomed boats to evacuate them to temples and schools on higher ground.

The rescue was made difficult by the deep, rapidly flowing water. Villagers had to be lowered from the rooftops on slings to the rescue boats.

Mr Kittipong said this year's flooding in Bamnet Narong district was probably the most severe in 100 years.

On Monday morning, the water level was steady, raising hopes it had peaked and would gradually recede and return to normal in a week or so, he said.
