I think that is a bigger problem than it seems. The majority of these sois are bounded by private land. Indeed, when I bought the land my house is currently on, there was no sign of a soi. On checking the maps, there was a designated soi that went adjacent to my land and therefore my front gate. It was non-existant so we had to clear the way. Since then it's been taken over by the Tessabah, lit, drained and concreted.

In the 7 1/2 yrs. that I've been here, I've seen Soi 68 repaired, in the usual manner; dump some black stuff in the holes, not let it cure properly and 4-6 months later the holes reappear. When it rains the soi floods and it's so narrow 2 cars can barely pass each other. Klong road was a 2 lane, then they made it into a 4 lane with a divider then, they cut holes in the divider to make turns and put a stop light at Snmorprong. That was good. i don't know why they put 4 stop lights at the intersection. Maybe someone's relative is in the stop light business. When it rains the road floods, because they put the drains, into the canal, on the high side (center) of the road and the water can't run down to the canal. As has been said before, they never think things through and Buddha forbid, they should ask somebody. My soi was a semi concreted dirt track, with a lake (giant puddle) half way down. On really wet days, the road became a river, and we've actually seen fish swimming down it. These days it is properly concreted with excellent drainage. This has been repeated in many parts of Hua Hin.
I remember before the previous Mayoral election 8 years ago, he was stood outside my front gate with his cronies being spoken quite strongly to about the state of the soi by residents. He promised it would be fixed, and it was.
I agree, there are still some disgraces e.g. Soi 94 repaired by installing a huge pot hole and the perpetual Soi 88 outside the courts, but these are features of Hua Hin. The place wouldn't be the same without them.
Yes, it is a soi. At either end of the dirt track it is sealed and marked. But is it wide enough for two lanes between the two?

To me, the Khlong Road is a complete dogs arse. It must be one of the worst dual carriageways anywhere, with some of the stupidest road rules. Did the mayor's office sanction it? I don't know.
Soi 68? Are you sure that is a problem (pork shop to crazy railway crossing?)? Or am I thinking of the wrong soi?

I hope so and I hope it happens in my lifetime.
