Construction along the bike lane south Khao Takiab

I went to the bike lane today between Khao Takiab and Pranburi. There is a work in progress. They remove all trees between bikelane and mangrove and they set hundreds of pair of concrete poles. It seems they will build a wall, or an elevated path way??? In fact i have no ideas of what is it ? Some people know ?

As I drove past this morning, I see they have drained one of the lakes. Locals are having a great time gathering fish from the mud flats.
