Yes, the lack of communication is a concern and the monies involved but one post and then silence is to me is a tad on the (sorry) sus side, im sure i would be a little more persistant and diplomatic if it was my funds that were at stake
And the assumption that his money is lost is a little premature after only 4 months
Things are done at a much slower pace here and as he said the property is /was under construction at the time the deposit was paid so there is a physical entity
nb never sign any contracts outside the kingdom of Thailand ,Any contracts to be honored in Thailand, are not valid unless signed and witnessed here in Thailand, as stated on many occasions use a reputable independent lawyer there are such people in Thailand despite opinion to this not being the case
also dont pay deposits outside Thailand pay only to A company account within Thailand same as the contracts if you pay outside Thailand, your proof of payment will only be recognised if payment is made in Thailand
