There are too many foreigners trying to get there hand in on setting up companies. I wouldnt trust them all. The foreign based lawyers tend to charge a lot as the only deal with foreigners money.
The accountant I use came on the recomendation from one of the Thai tax officials in Hua Hin, of whom I have personally asked about the setting up of a company purely to buy land and construct a house for my holidays in Thailand.

an accountant can register a new company but a good suggestion would be to have this done by a real lawyer for obvious reasons mentioned in the forum on many occasions
