I would like to receive international TV programs through my computer. Is this possible?

As Buksi says you won't get it over IP on a service available here in Hua Hin but if you wish to get the signal from cable or Satellite then a TV PCI card will do the job.
I have looked into this myself and the prices vary considerably depending on manufacturer and features.
You have to known what you want to do with the TV pictures before making the purchase. Some have recording and editing features that can be costly but now wanted.
If you do want to record TV programs there are many cheaper alternatives that won't hog your PC.
