does anyone know if there is such a thing as a municipal attorney whose job it is to enforce local laws and regulations?

Or is there a "county" attorney or provincial attorney who does the same thing?

from what i've been involved with they don't want to enforce them where they impact on our property
but they certainly do where we impact on government land, roads etc

i've never got legal people to push it though
