I am just back from Hua Hin. As far as i have noticed there are only 2 bars at the moment where you can't smoke, both of them airconditioned.

Looks like it. It's on the news everywhere.
Hard to find out on the thai websites, Bangkok Post isn't working at the moment. Thairath is working but i can't read it.

I hope they won't make a mess out of it.
