That is also the information i have. Foreigner or Thai, it doesn't matter, all can use the express service.
But the total amount on the bill needs to be paid directly, so no "30 baht scheme".

I did not see the general conditions of this plan yet, but usually a travel insurance does not cover for pre-existing conditions. So i doubt if it will cover for ongoing medication.

Thailand based insurance companies (like Bupa Thailand, LMG, Thai Health, AXA Thailand etc.) in general work with contracted hospitals in Thailand.
