Silly to do a border run for 3 measly days. Just pay 1500 at the airport for the 3 days fine, or 1900 at immigration for an extra week. They're both cheaper than a border run and have no consequences.

METV these days gives unlimited entries within the validity time of the visa (6 months since date of issue). That means it can be used to stay in Thailand for 9 months (with border runs every 2 or 3 months and last entry on the date the visa expires+extension).

This is Thailand, each region and each branch makes up its own rules. Keep trying different branches and you will eventually succeed. Information in other places suggests that the yellow book and hot-pink ID card should be applied for at the Amphur, but here you've been saying that you got it at the Tessaban. Left me a little confused. Which is it?

To avoid delays you may want to show the UK passport to the airline and the expired Thai passport to immigration. Airline staff can be daft.
