He will need a PC, a VHS player (Betamax ???) and a TV capture card or USB TV capture dongle that can take the output from the VHS tape player and cable. I have a Microsoft Surface Book....i7, 16GB ram, 512GB solid state drive.
It boots from a cold start to a fully loaded desktop (I use windows hello....facial recognition) in under 15secs.
The last Win 10 update (KB 3194496) took about 15mins.
