If you're talking value for money golf, I think that Kanchanaburi beats Hua Hin hands down, as a matter of fact BKK does too but sometimes there's more than golf to consider particularly if you have a companion.

1500Baht at Black Mountain isn't a bad deal. Right now, you can also stay at the Imperial Hua Hin for 1799 including golf, caddy and cart. I like Majestic and would play there if the green fee was around 1000Baht during the high season.
