My favourite breakfast is at Morning Bread on Soi 94. Always well supported through all seasons, which I'm sure is an indication of their consistency. There is also a German place a few doors up on the same side offering an almost identical menu - my son prefers the German place.
One I've never tried (because I avoid the opportunity to overeat these days) is the buffet breakfast at Restaurant 94. However, it looks very tempting for (I think its) 129 Baht.
Not something that I need very often, but a couple of times over the past 6 months I have been to a place called "In & Out", right next to "All in Hua Hin" in Srasong Rd. Run by a friendly Frenchman, he has a good menu and is open from 7-00 am. Not cheap, but good.
The Baggette also has a good menu, but not sure what time they open.

I occasionally go for early morning live sports. Best explanation for the time between ordering and receiving food is the cook was still home asleep. Every. Fracking. Time.
Many that I have come across are open after 09.00... ie Oasis 10.00 (sometimes later).
Lins and Buffalo Bill are open before 09.00.
Any other suggestions?
Some of us have to go to work before 09.00.
