I reckon you could ride around Hua Hin for a day and count 3000.
The most realistic estimate that I have heard, but it was four years ago, was that were 7,000 expats living in Hua Hin at any one time. Maybe as many as 15,000 in total that claim residency.
This information was from immigration in Dan Singkorn.
There must be over 1,000 in Cha Am but it is another province so I have not seen any reliable figures.
The exact numbers must be impossible to count.
