What is "the Yellow Book" and how to get it?

Can anyone explain the benefits/hassles of the blue book versus the yellow book? Use small words, I'm a simple soul, thanks.
If you're referring to the blue and yellow tabien ban (house registration) booklets then it's not a question of choice. If you're a Thai citizen or a Permanent Resident then you must be in a blue tabien ban. Otherwise if you're an expat staying in Thailand you can, if you wish and can satisfy the requirements, apply for a yellow tabien ban, which will serve as a proof of address for certain things such as buying a car and getting a driving licence.
