Annual Tessaban land tax

Has anyone else experienced difficulty paying the annual tessaban tax, where further information is asked for when making the payment? I have been paying this land tax of 40 baht since Jan-2013 when it was first implemented. I have never been entirely sure what it related to exactly. However, I believe it is a land-related tax, rather than a buildings tax.

The equivalent past few years' letters have mentioned the addition of three items requested (which can be seen at the base of the attached letter). They are identification and land document and something which I'm struggling to read. However, they've never requested them since 2013 - 2017. When I went to pay it today however, they rejected the payment, requesting the information at the bottom of the letter. She highlighted the third item on the list, which is "ekasan siti ... tee din", which I take to mean "right to the land title". Anyone able to help me with this? Thanks

The three things listed at the bottom are the Receipt from last year, ID card and chanote

Many thanks Bert, that's helpful. Are they all needed, or just one of those three items?

It's strange that the staff there today highlighted the third item (the chanote).

I don't have a letter, just a note that they attached last year. All three items are required to be shown. I think the Chanote is to do with making sure it is not fake.

Just one other thing: you have quoted 40 Baht. I have only had to pay 9 Baht previously?

Thanks Nereus, I was reading your past discussion on the tax issue, although it seemed that was a different type of tax in your discussion. Anyway, the document isn't much of a letter really, yes, more of a note stapled into the form of an envelope. I have copies of the past several years' and the content of the letter is more or less unchanged, including the bottom three items, but they've never asked for this information before.

However, in the past, it has had 40 Baht written next to the ticked item, whereas this year's doesn't show the amount to pay. Maybe I should just write 40 Baht on it myself and return to pay it? She said the information was required every four years, but they've been issuing these invoices since end of 2012 which is five years ago, without requesting information.

Do we know the name of this type of tax? Is it the same type of tax that some people say they don't bother paying, because it's too small?

Yes, that's the thread I was reading. It doesn't sound like the same type of tax though. The tessabarn here has never requested payment of earlier years either, unlike the comments in the thread. The first invoice I ever received was in December 2012, which I paid in the January and again every year since then. When I asked someone in the town about it, she said this tax was a "new thing". Also some of the comments in the thread you've mentioned refer to several thousand baht. It doesn't sound as if there is very much consistency with these various taxes.

According to someone else who's just read the letter for me, it says at the bottom that those three items requested are "only for new payers". Go figure this one out... they don't even appear to by applying the rules stated in their letter.

It's the local tax used for tesaban upkeep. It isn't levied on the primary residential property. For example, we have 2 adjacent plots (2 chanotes) and only pay tax on the one that doesn't have the house on it. The OP's tesaban is Na Yang so possibly different rates to those used in Hua Hin. Houses bought by setting up a company will have much, much higher commercial rates applied, whether primary residence or not.

Thanks for the clarification, hhinner. Are you able to confirm if you believe those three items are obligatory, because a person who has read it for me, has claimed it says "for new payers only", to provide those three things.

In past years, it always had 40 baht handwritten next to the tick mark, but this year's doesn't.

Thanks again. On the ID requirement, can it be anyone who goes along to pay and presents their ID? Can a foreigner go with his or her passport and do it?

I beleive that they are asking for the ID of the Thai person that owns the land. Why else would they want it?

This "government" is hellbent on changing the rules on how you go to the toilet, and have been invoking new "laws" concerning property amongst them.

Yes, I think you're probably correct Nereus. It seems to be getting more restrictive and authoritarian as time passes. It looks like I need to engage a lawyer to help, just to resolve this 40 Baht invoice, because I don't have the information!

I recently went to the post office to send a parcel and found that customers need to give their ID card or passport now!

You have until the end of February to pay it. If you are in Hua Hin go to the Tessabahn and ask them exactly what they want. There used to be a lady there that spoke good English, not sure if she is still there, but they will find somebody that can explain it.

You have not posted just what method your ownership is, but it varies greatly how it is set up, and hence how they "calculate" the charges.
