Yes, I used that one last month and they were very efficient, no waiting, done in five minutes and I think it was 200bt.

It's on the Palau-U road heading out of town to the west about five km's, it's near one of the La Vallee housing developments on the right hand side of the road. I've just remembered that there is also another testing centre just after the driving range near the centre of town at the start of the canal road.
