While I was writing my reply I realised it could be a scam of some sort. But as I wasn't sending a text to his number I didn't see any harm giving out publicly available numbers. I did wonder what the next step would be, but I guess this discussion has probably ended it.

I am somewhat surprised that the request was not put through UK Foreign Office to be dealt with through Consular Section, at the British Embassy, in Bangkok under normal protocol arrangements particularly on matters dealing with children or young persons.

Thank you for the replies, this is a genuine request, for confidentiality I don’t give out which London Borough or the name of the family, whom might be well known by neighbours or customers. We have tried the Embassy and the foreign office previously.
The Tesabaan is a good idea, but were unable/ unwilling to help when asked in 2012.
I am a retired social worker and willing to share my details if respondents wish to check this is genuine.

I apologise for some of the unhelpful replies you have had here, and hope that you have some better success this time.

If you know a Thai speaker here in Hua Hin who could go face to face with the Tessabahn it might be very helpful. I'm afraid I don't know anyone who can help. Good luck.

I also apologise for my doubts, though I'd still like to know what a text number beginning with 064 is. The only other official organisation that I can think of regarding child welfare would be the Department of Social Development and Welfare, within the Ministry of Social Development and Human Security. Also, I think that the Thai Red Cross do some child welfare work. Other than that you'd possibly be looking for a NGO type organisation.

I won’t be contacting the OP as I am not able to help nor will I offer any apologies. Confidentiality I understand but that does not excuse the unprofessional method. No initial verification source or contact number. A legitimate request should have given this information in the first place. The information could have been relayed via a nationally recognized Organisation which would have given the request credibility. Child protection has to be taken very seriously and even though this appears to be a genuine request for information the manner in which it has been promulgated has rang alarm bells amongst a few of us on the forum.
Had I received a request related to my own work in a similar fashion the same type of questions would have been asked. Internet fraud is pretty rampant and it pays to be vigilant however innocuous an inquiry. Knowing who is involved in related operations is also knowledge of who to avoid should intentions be less than genuine.
I apologize for the rant but this should clearly indicate my stance on this.

Thank you for the clarification. I have given my name and my mobile number in Thailand, I am not at liberty to reveal more than that. I have approached the official sources and so has the local authority, but without a sufficient response.
I am not asking for anyone's bank details or acting as a journalist in search of a scoop, so I am bemused why your responders are so suspicious.
I was directed to this site from Thai Visa forum and from the tourist information site, if anyone doubts that then you have my number to call.

Okay, so now we learn he is a retired social worker, which probably explains the reference to 'instructing authority' in the original OP, which puzzled me. He's probably employed through an agency, contractor or simply as self-employed by a London local authority that either doesn't have the resources for whatever reason or simply find such a system as a better way of managing their business and who knows, it might even be the one I was employed in? As such, I can't understand the reluctance to name the LA involved, several in London have populations larger than most UK cities so I doubt there are any confidentiality issues there.

And then there's the text number, which does need explaining.

I have no problem with London LA's making such enquiries direct and I think the days of going through Embassies or whatever, for fairly routine enquiries are long gone in this internet led age. My team in London routinely made enquiries with various agencies Worldwide, it simply reflects the age we live in.

I assumed the number was in UK, but the OP now says he's in T[hailand. This makes it a True Move number.

Some of you people astound me. All he asked for was how to contact an authorised Child Protection Agency in Hua Hin and you seem to think that makes him Jimmy Saville or something. It's a perfectly innocuous request for information WHICH SHOULD ANYWAY BE IN THE PUBLIC DOMAIN, and he should not have to show you his credentials for you to answer if you can.

As the OP says, I also am 'bemused'.

F...ing amazing, too much time on your hands for idle speculation about absolutely nothing, (I'm not referring to you hhinner).

If the request had been less oblique he would have got a better response.

I'm with Gregjam.

Edit - I have just realised he is in Thailand, apparently? Sorry for missing that. Whoa, hands off time. Let him visit Hua Hin, go to the Tessebaan, show his credentials and see how he get's on.

Hope he's got a work permit.
