Can anyone tell me if you can still visit Penang Island in Malaysia and renew the British yearly '3 month' multi-entry visa ??
I was told they stopped it a while back, but have now re-started it again!?

I also heard that the Thai-Consulate stopped about the Non-Imm-Visa, multiple entries for a while.
I can't say if it's true or not.
I renewed my visa directly in Kuala Lumpur, Thai Embassy.
There weren't any problems if your papers are ok.
If you're married with a Thai-woman don't forget to take a signed copy from her Id or passport with you!

It's not clear from your post what type of Non Imm you have at the moment.
I would guess not one based on marriage or retirement as you just need to go to an immigration office within Thailand with the correct paperwork to get another year's extension.
If the visa is non imm "O" (for other), then you'll only have a 50/50 chance of getting another one in Penang and even less in other neighbouring countries. The reason for this is that the Thai authorities caught on to the fact that the "O" visas were being used to stay long term here without meeting the financial requirements for marriage or retirement.
You can always try - I've heard of some people getting the visa - and in the event of it being turned down, go for a triple entry tourist visa. Not the same, i know, but better than nothing if you've gone all the way to Penang.
It would probably be worthwhile usuing an agent down there. They do all the running around, it's totally legit and they've been dealing with The Consulate for years. They'll advise you on your chances first as well.

Why not try to inform yourself directly by phone?
Just ask what you need to apply for a non-imm-multiple
(O, B or whatever), and you'll hear if the authorities still
issue this kind of visa.

Definitely a good idea to call, but I wouldn't hold out too much hope of getting a favourable response to a telephone enquiry. You're likely to simply be asked on what basis you are applying for the non imm. IE retirement or marriage etc. The "O" visas are best obtained in your home country or Brisbane (if Australia isn't).
If they say no over the phone, you've got a simple decision to make - whether to take the chance by going down personally.
