For the conversion of a visa-exempt entry or a Tourist Visa to the special Non-Immigrant O visa, can the transaction be done in the local Hua Hin Immigrations office, or must you go to Bangkok to do it at Chaeng Wattana?

If you must do it in Bangkok, it takes two visits to Bangkok two weeks apart.

I know Jomtien Immigrations will forward the paperwork to Bangkok, but I've read on another forum that that is a service unique to Jomtien.

If you are going the retirement route, the application can be made in Hua-Hin and also processed in Hua-Hin.

The 1st time you do your retirement visa your monies has to be in your bank account 2 months then 3 months when you reapply after one year.

Or has this changed ?

That is as it should be but HH Imm seem to want the money seasoned for 3 months even for the first extension, so be aware of that.

if you have the equivalent of $2000 U.S. a month income, verified by your embassy, you can bypass the 800,000 deposit. it will require a yearly embassy visit for a certified form that states your income. I don't know about any other embassy but the U.S. embassy oks whatever I put on the form. now that's true democracy.
