health department mosquito problem

I live in a development that has a lot of vacant houses which have pools.
The pools haven't been cleaned for months and they're like swamps.

a real breading ground for mosquitoes. The development has no interest in remedy the problem.

Is there a agency that this can be reported to that might make them clean this up??

Go to the Tessabahn with a Thai, get the public health inspector out, he should get his people to go into their pump rooms, open the drain valves run the pump and drain out the water.
Apart from a health hazard, it'd be doing the pool/pool equipment a favour.
Surely the development owner/management team should be taking care of this ?
